About The Position

The Landlord Liaison program at New Narrative, funded by the Multnomah County Homeless Services Department, includes two full time Landlord Liaisons who work collaboratively to increase housing access for individuals and households with Regional Long-Term Rent Assistance (RLRA) vouchers. Landlord Liaisons build and maintain relationships with landlords and Supportive Housing Services (SHS) providers across Multnomah County to expand housing opportunities and support successful tenancies. The role focuses on developing landlord partnerships, coordinating with SHS providers, and supporting system-wide landlord engagement efforts. This work promotes supportive housing practices aligned with Housing First, person-centered services, trauma-informed care, Assertive Engagement, and the advancement of racial equity.

Requirements

  • Minimum 1 year of experience working in Supportive Housing Services.
  • Minimum 1 year of experience working in property management or related field.
  • Understanding of Supportive Housing Services, Landlord-Tenant Law, and Fair Housing.
  • Understanding of community mental health systems, funding streams, and housing resources.
  • Maintain current Oregon driver’s license and required insurance.

Nice To Haves

  • Qualified Mental Health Associate (QMHA) and/or Peer Wellness Specialist (PWS).
  • Experience or education with project management, preferred in SHS or related fields.
  • Experience working in Microsoft Office products, especially Word and Excel.
  • Experience working with CRMs and/or data management tools and software.
  • Experience working with website design, including Squarespace.
  • Experience with Adobe Acrobat.

Responsibilities

  • Increase access to affordable housing for households with Regional Long-Term Rent Assistance (RLRA) vouchers in Multnomah County.
  • Build and maintain a network of landlord partners to provide access to housing for vulnerable populations.
  • Develop partnerships with landlords and SHS providers that support successful housing placements and long-term tenancy.
  • Promote the benefits of partnering with SHS programs, including guaranteed rent, support services, and available incentives.
  • Support equitable access to housing by advancing racial equity in outreach, housing placement, and landlord engagement.
  • Recruit and engage landlords to expand housing opportunities for RLRA voucher holders.
  • Build and maintain a network of landlord partners and track available rental units.
  • Serve as a primary contact for landlord partners and SHS providers, responding to questions and maintaining regular communication.
  • Facilitate introductions and collaboration between landlords and SHS providers to support housing placements and retention.
  • Mediate concerns between landlords and providers to support stable tenancies.
  • Maintain documentation of landlord outreach, partnerships, and program activities.
  • Track outcomes and provide program updates or reports as requested.
  • Coordinate landlord incentive programs, including eligibility and distribution.
  • Collaborate with partners including Home Forward, JOIN, Housing Connector, and regional landlord engagement teams.
  • Participate in meetings, trainings, and cross-county collaboration with landlord liaison teams.
  • Support trainings, events, and informational sessions for landlords and providers as needed.
  • Gather feedback from landlords, providers, and participants to improve program effectiveness.
  • Perform other related duties as assigned by the supervisor.
