About The Position

The Landlord Liaison Supervisor is responsible for coordinating and implementing policies and procedures for assisted housing programs administered by the housing authority. This role focuses on landlord outreach, recruitment, and serving as a liaison for various voucher programs, particularly the Emergency Housing Voucher (EHV) and Mainstream voucher programs. The position requires building relationships with landlords, addressing their queries, and ensuring compliance with housing standards.

Requirements

  • Bachelor's degree in public administration or closely related field OR high school diploma or GED AND two or more years' experience in private or public employment in same or closely related field.
  • Possession of, or ability to obtain, a valid Montana Driver's License and a driving record acceptable to insurance carriers.
  • Knowledge of local, state, and federal law and regulations applicable to the delivery of assisted housing programs.
  • Familiarity with interviewing techniques and landlord/tenant laws.
  • Understanding of Fair Housing, Equal Opportunity, and nondiscrimination laws and regulations.
  • Ability to communicate effectively verbally and in writing.
  • Experience in public/group speaking and organizing presentations.

Responsibilities

  • Actively recruit and build relationships with area landlords or property managers to expand housing options.
  • Create and/or maintain a list of landlords and properties and the relevant selection criteria they utilize.
  • Respond and troubleshoot landlord queries.
  • Develop and follow a workplan to strategically improve landlord relations.
  • Communicate updates to relevant staff and community partners.
  • Develop and disseminate materials for training and education of landlords.
  • Conduct voucher program briefings.
  • Assess housing barriers and proactively seek solutions through program, partner, or community resources.
  • Utilize knowledge of Fair Market Rent (FMR), Payment Standards, and Rent Reasonableness to ensure units are eligible.
  • Obtain certification as a HUD Housing Quality Standards (HQS) inspector to help ensure that program participants have a safe and decent place to live and to expedite the inspection process.
  • Perform inspections for EHV and MS and serve as back up for HQS inspector.
  • Complete all required actions in software for all steps of the process.
  • Provide excellent customer service to program participants and landlords by explaining and consistently enforcing program guidelines and regulations.
  • Mediate communication between participants, landlords, MHA housing specialist, and case managers.
  • Utilize problem solving skills to expedite housing process and avoid escalation of concerns.
  • Attend and actively participate in staff meetings and trainings.
  • Support MHA co-workers as a team to accomplish department and agency goals.
  • Participate in MHA activities and committees as needed or desired.
  • Perform special projects or other tasks as assigned by supervisor.
