About The Position

Serves as the lead technical and supervisory authority for the City's post-closure landfill operations and transfer station facilities. This position provides day-to-day direction, technical oversight, and regulatory compliance leadership across multiple post-closure landfill sites, the residential convenience center, and inert material processing areas. The Landfill Operations Supervisor is responsible for planning, coordinating, and executing environmental maintenance activities, ensuring safe equipment operation, and maintaining compliance with Georgia EPD post-closure care requirements and federal environmental regulations. This role regularly engages with consultants, regulatory agencies, and internal stakeholders to ensure environmental performance, operational efficiency, and adherence to post-closure care plans.

Requirements

  • Associate degree or technical coursework in environmental technologies, solid waste management, or a related field (or equivalent experience).
  • Minimum three (3) years of progressively responsible experience in landfill or transfer station operations, including heavy equipment operation and staff supervision.
  • Valid Class B CDL (must be obtained prior to or within six months of employment).
  • Ability to obtain Georgia EPD Landfill Operator Certification within six (6) months of employment.
  • Demonstrated proficiency in: Scale system software and reporting tools, Maximo or similar asset/work order management systems, Microsoft Office Suite (Outlook, Teams, Excel, PowerPoint, Word, Access), Methane monitoring instruments and associated software, Ability to train others on technical and compliance-related systems.

  • Associate degree or higher in Environmental Science, Engineering Technology, or related discipline.
  • Five (5) years of experience in landfill, post-closure, or transfer station operations with demonstrated leadership and regulatory compliance oversight.
  • Valid Class A CDL (without restrictions).
  • Georgia EPD Certified Landfill Operator (active).
  • OSHA 30-Hour Safety Certification.
  • Advanced working knowledge of: Mechanical systems, equipment maintenance, and operational diagnostics, AutoCAD or GIS systems for site mapping and grading plans, Oracle or similar enterprise systems for procurement and reporting, Environmental permitting and reporting platforms (GEOS, GHG reporting, Title V systems), Preparation and submission of self-monitoring reports (monthly, semi-annual, annual) for regulatory compliance.

Responsibilities

  • Provides supervisory and technical leadership for landfill operators, laborers, and contractors performing post-closure maintenance, inert material processing, and transfer station operations.
  • Leads post-closure care activities, including methane monitoring, groundwater and stormwater sampling coordination, erosion control, slope stability maintenance, and vegetation management.
  • Conducts and/or oversees regulatory inspections and compliance reporting in accordance with Georgia EPD post-closure permits, Title V air quality requirements, and solid waste management standards.
  • Operates and maintains a range of heavy and specialized equipment, including loaders, excavators, bush hog tractors, commercial mowers, tub grinders, and water trucks.
  • Performs debris removal and land maintenance activities, including clearing small brush, felling large-caliber trees, and stabilizing disturbed areas.
  • Coordinates with contractors and internal crews for hauling, mowing, erosion repairs, drainage work, and capital improvement projects.
  • Oversees daily operations at the transfer station and residential convenience center, ensuring safe and efficient material handling, traffic control, and customer interaction.
  • Monitors incoming waste and inert material for compliance with disposal standards and manages on-site flow of vehicles and equipment.
  • Maintains detailed and accurate records of tonnage, environmental monitoring, maintenance logs, inspections, and contractor performance.
  • Leads environmental compliance reporting, including methane readings, post-closure documentation, self-monitoring reports (monthly, semi-annual, annual), and corrective action plans.
  • Serves as the primary liaison with consultants, regulatory agencies (Georgia EPD, EPA Region IV), and internal departments, ensuring timely reporting and follow-up on inspection findings.
  • Supports the procurement and budget process, including cost estimation, equipment replacement planning, and vendor coordination for specialized services.
  • Ensures full compliance with City safety policies and OSHA standards, conducting site safety meetings and enforcing the use of proper PPE and safe work practices.
  • Develops and maintains Standard Operating Procedures (SOPs) for post-closure care, inert material processing, and transfer station operations.
  • Provides training, mentoring, and performance feedback to assigned staff to promote skill development and a culture of safety and accountability.
  • Coordinates with the Environmental Services Manager, engineers, and consultants to review technical reports, drawings, and environmental monitoring data.
  • Leads or assists in emergency response and corrective actions related to equipment failure, storm impacts, or environmental incidents.
