About The Position

The Operations Superintendent is responsible for overseeing the safe and efficient operation of the landfill and its ancillary facilities. This role involves directing solid waste landfilling operations, ensuring compliance with laws and regulations, and managing personnel to achieve operational objectives. The Superintendent also plays a key role in project coordination, equipment procurement, and safety management.

Requirements

  • Possession of a high school diploma or GED is required.
  • A Bachelor's Degree in civil or environmental engineering or related field is preferred.
  • Must have at least five (5) years of recent full-time experience in solid waste management, public works, and heavy construction, with at least three (3) years of experience at the supervisory or managerial level.
  • Must have at least two (2) years of experience in operating and maintaining heavy construction and landfill equipment and other solid waste or recycling handling equipment.
  • Must be able to analyze data related to the safe and efficient operation of the Landfill.
  • Must understand the surveying tasks necessary to build the Landfill following PADEP permit drawings and requirements.
  • Thorough knowledge of safe and efficient operation and maintenance of heavy construction and landfill equipment and the procedures involved in planning, organizing, and supervising refuse landfilling and site development projects.
  • Must have the ability to supervise and work with subordinates, to provide them with needed advice and assistance, and to check their work to see that the proper procedures are followed, that reasonable standards of quality are maintained, and that desired objectives are achieved.
  • Must be able to prepare effective work schedules for all operating personnel assigned to the landfill and maintenance program.
  • Implement operating procedures for obtaining, storing, and using needed equipment.
  • Possession of a valid Driver's License is required.
  • Must be able to work independently and have the initiative to develop their resources.
  • Must have the ability to read, write, speak, and understand English sufficiently to perform the duties of this position.
  • Must be able to sit and/or stand for eight (8) hours and lift 25 lbs.
  • Must be able to physically and mentally perform required duties with reasonable accommodations without endangering the health and safety of oneself or others.
  • Must obtain a Solid Waste Association of North America Manager of Landfill Operations Certification within one year of starting work for the Authority.
  • Have the ability to read and understand topographic drawings, contour drawings, and engineering details prepared by others.
  • Have experience working with Microsoft Office products on a Windows based personal computer.

Responsibilities

  • Supervise and coordinate all on-site project activities at the Landfill.
  • Direct and assist in inspecting the work of all Landfill Operations and maintenance employees and coordinate work assignments and training of all assigned employees.
  • Make recommendations to the Executive Director regarding the safe, reliable, and efficient use/procurement of all landfill equipment, vehicles, mechanical systems, and personnel.
  • Carry out all established fire prevention and safety regulations and procedures for the Landfill, as designated in the Authority Preparedness, Prevention, and Contingency (PPC) Plan.
  • Ensure that all rules, regulations, and permit conditions applicable to landfill and project operations are appropriately observed by employees and facility users.
  • Periodically inspect landfill equipment, buildings, landscaping, wells, fences, gates, roadways, mechanical systems, etc., assigned to or installed at the Landfill.
  • Prepare periodic reports to the Executive Director on the condition and maintenance of such equipment and installations.
  • Prepare purchase requisitions, specifications, and cost estimates, and recommend sources for all major equipment, vehicles, tools, parts, consumable supplies, fuels, lubricants, and repair services necessary for all landfill operations.
  • Enforce reasonable standards of quality and see that desired operating objectives are achieved.
  • Develop work schedules and effective work methods for all landfill operation personnel under their direction.
  • Participate in developing, periodically reviewing, and updating the Landfill Operating and Development Plan.
  • Complete annual performance evaluation of all employees supervised, including interim evaluations, as needed, to encourage satisfactory work performance.
  • Present the Chester County Solid Waste Authority Board of Directors with information on Landfill operational issues as needed.
  • Perform all other duties as assigned.
