About The Position

Manages transportation, land use, and permitting related activities that serve the jurisdiction's operations. Supports statewide performance measures and objectives related to land use. Plans, coordinates, communicates and implements the program delivery with internal and external customers. Champions a skilled, goal oriented workforce and development of a cost and schedule driven program and project management philosophy. Provides for the effective delivery of the District's transportation program by serving as governmental liaison and representing the interest of assigned jurisdictions in regard to planning, preliminary engineering, construction and maintenance/operations processes.

  • Knowledge of transportation and highway engineering principles and laws.
  • Knowledge of transportation solutions and dealing with local land use ordinances, policies and procedures; an understanding of private sector development and construction practices and procedures.
  • Skill and ability to positively interact with employees, citizens and government officials.
  • Skill in maneuvering through complex political situations effectively while demonstrating sensitivity to how people and organizations function.
  • Skill in the use of computers and software applications.
  • Experience applying standards, specifications related to road design, traffic engineering, transportation planning, maintenance and construction.

Responsibilities

  • Local Government Liaison: Provide program status to elected official and local staffs related to transportation projects and department goals and objectives. Participate in monthly coordination meetings and facilitate resolution of VDOT and local transportation program delivery issues. Foster increased communication with elected officials and local, state and federal staff related to maximizing available funds to enhance project development and delivery.
  • Local Program Delivery: Provide managerial leadership ensuring processes related to project development and engineering, land use review, permitting and street acceptance procedures are followed. Ensure resolution of internal and external customer service issues. Resolve complex engineering or procedural issues through the application of engineering design, traffic engineering and or hydraulic principles and knowledge of local jurisdiction code requirements are met. Promote collaborative working relationships with localities and industry stakeholders to develop projects with reduced impact to state highway systems. Minimize or reduce impacts to existing roadway networks in the review of rezoning, site plans, subdivision plats, etc. Ensure new road construction meets VDOT standards.
  • Process and Business Improvement: Support the identification and mechanisms to track appropriate organizational measures for program delivery and customer service areas agency-wide. Assess and recommend alternative solutions impacting organizational performance. Identify opportunities for outsourcing linked to business goals and objectives. Identify opportunities for redeployment of resources using alternative strategies and implements solutions.
