Summary: Chenega Regional Development Group is currently seeking a qualified Land & Resource Manager for our in-region operations. The role of the Land & Resource Manager will be to support strategic land and natural resource development plans. Works in coordination with the senior executive to develop the Land & Resource Department goals, budgets and other plans and needs to meet established corporate objectives. Also works to ensure that all land and natural resource programs via ANCSA and ANILCA entitlements are obtained and maximized for the benefit of the Corporation and its shareholders. This role requires 100% presence in our Anchorage AK office, except for time working in the field to perform the duties of the position.

Requirements

  • Bachelor’s degree in resource management, science or related field.
  • Five years or more progressively responsible related experience in lands or natural resource discipline.
  • Work experience exhibits knowledge of ANCSA lands, ANILCA and best practices for land management.
  • Minimum 3 years’ experience and competency with ArcGIS database.
  • Ability to pass a background, driving record check and drug test.
  • Proficient in Microsoft Office programs.
  • Professional verbal and written communication skills.
  • Excellent planning and organizational skills with an ability to think proactively and prioritize work.
  • Ability to manage development of high-quality, opportunity-specific response proposals with competitive and compelling messages to satisfy client business goals.

Responsibilities

  • Manage the Chenega lands database, including ArcGIS database and preparing maps and lands related information and ownership patterns for traditional Chenega lands and land use.
  • Negotiate and execute right of way easements, land use permits, gravel sales and other agreements as directed.
  • Negotiate and execute leases and contracts as directed related to Chenega lands and natural resources and work with senior executive on any other leases for agreements pertaining to Chenega property.
  • Support Chenega objectives toward land selections, priorities, entitlements, easement reviews, title recoveries, and land transfers with the Bureau of Land Management or other federal agencies as assigned.
  • Hire and supervise employee’s, consultants or contractors (geologist, land specialist, etc.) as needed to carry out the goals and objectives of the Land & Resource Department
  • Monitor and enforce allowed land uses pertaining to Chenega’s land use policies, plans and objectives.
  • Track federal and state agency issues related to land and natural resource issues, including fisheries, wildlife and related natural resources. Advise Chenega and IRA Council regarding proposed changes to regulations and opportunities to consult or comment.
  • Coordinate outreach, schedule meetings and prepare comment letters to federal and state agencies related to land natural resource management as directed by the SVP Regional Development or Chenega board or IRA Council leadership.
  • Draft Policies for action by the Chenega Board or IRA Council in the development of land uses and protections of surface estate assets as directed. Maintain and disseminate policies for shareholder and village corporation use as approved by the Chenega Board.
  • Prepare reports for Chenega Regional Development Group on activities relating to the Chenega’s land and Natural Resource activities.
  • Perform necessary fieldwork to ensure compliance with contractual obligations with third parties and to protect Chenega lands against actions contrary to Chenega’s land use policies.
  • Act as liaison between leases and those State and Federal Agencies that have jurisdiction over actions that may delay or impair development of Chenega lands.
  • File all required permitting and other documents required by local, State and Federal governments regarding actions on Chenega lands
  • Devise, coordinate and oversee a computer catalog system of inholdings within Chenega’s land base. Mange the land and natural resources records management system/database to assure integrity of essential records and information. Oversee the recording and of all Chenega land documents. Oversee the tracking of Chenega’s ANCSA and ANILCA entitlements.
  • Respond to Local, State and Federal land use plans, and regulations that may harm the development of Chenega’s land base.
  • Work with the Chugach Regional Corporation to devise and support archaeological site protections on 14(h)(1) sites in the Chenega traditional area.
  • Prepare surface use land proposals and advise the Corporation on land matters, and work with the Regional Corporation on enforcement issues relating to ANCSA split estate lands.
  • Represent Chenega in ANCSA Village Corporation Land Managers meetings or any regional corporation land planners’ meetings.
  • Work collaboratively with other Chenega RDG staff on Land Issues as needed.
