About The Position

STV is currently seeking a L and Development Civil Engineering Specialist for its Buildings, Facilities and Infrastructure group in Owings Mills, MD , which is currently the civil engineer of record for such high-profile projects as Harborplace and Baltimore Peninsula in Baltimore, MD. The candidate will collaborate on a wide variety of projects including conceptual master plans, schools, mixed-use, office buildings, industrial buildings, housing/apartment projects, commercial buildings, and civil/site structures. The position will allow the individual to collaborate with our civil design team preparing documents associated with a wide variety of land development projects within the Baltimore Metropolitan area. The ideal candidate will have at least a bachelor’s degree in Civil Engineering and be an Engineer In Training (EIT). Experience with MicroStation, Civil 3D or AutoCAD is strongly preferred. This role is an excellent opportunity for an entry-level or early-career engineer to: Work on high-profile projects in education, mixed-use, commercial, industrial, and institutional development. Collaborate with multidisciplinary teams on the full lifecycle of site development projects. Gain hands-on experience in grading, utilities, stormwater management, and permitting. Build toward professional licensure with mentorship and support from senior engineers.

Requirements

  • Bachelor’s degree in civil engineering (required).
  • 0–4 years of experience in civil/site design, land development, or a related field.
  • Engineer-in-Training (EIT) certification or successful completion of the FE exam, with intent to pursue PE within 3–5 years (recent grads encouraged to apply).
  • Familiarity with site development principles, including grading, drainage, stormwater management, utilities, and erosion/sediment control.
  • Proficiency with AutoCAD, Civil 3D, and/or MicroStation (ArcGIS and Hydraflow Hydrographs preferred but not required).
  • Exposure to permitting processes in Maryland jurisdictions (Baltimore City experience a plus).
  • Strong problem-solving skills, attention to detail, and ability to progress multiple projects simultaneously.
  • Effective written and verbal communication skills for client and team collaboration.
  • Demonstrated ability to work effectively in a team environment.

Nice To Haves

  • ArcGIS and Hydraflow Hydrographs preferred but not required.
  • Exposure to permitting processes in Maryland jurisdictions (Baltimore City experience a plus).

Responsibilities

  • Prepare construction documents, permit packages, and support construction services.
  • Utilize design software (AutoCAD, Civil 3D, MicroStation; HydroCAD; Hydraflow Hydrographs and ArcGIS) to create construction drawings, layouts, and models for land development projects
  • Conduct site investigations and assessments to support design decisions.
  • Develop sustainable and innovative solutions for site layouts, stormwater management, grading, utilities, and erosion/sediment control.
  • Prepare design calculations, technical reports, and feasibility studies.
  • Coordinate with regulatory agencies to secure permits and approvals.
  • Collaborate with project managers, architects, and other engineers to integrate site design with overall project goals.
  • Participate in client meetings and presentations to discuss project requirements and progress.
  • Support project managers by monitoring budgets, schedules, and deliverables.
  • Stay current with industry trends, technology, and best practices to enhance project quality.
