About The Position

Culmen International is looking for a Land Border Security Trainer and Advisor part time consultant to deliver training, mentoring, and capacity building for a Department of State-funded land border security program in North Africa. The ideal candidate should have a strong understanding of border security best practices, be solutions-oriented, and be willing to travel for 1-2 weeks every two months. We are looking for a team player who can manage a large group of stakeholders and deliver results.

Requirements

  • Minimum 5 years experience in law enforcement, customs, military or similar organization.
  • Experience of working on/with land border checkpoints.
  • Knowledge of passenger, vehicle and cargo screening processes and interdiction techniques.
  • Understanding of border patrolling techniques.
  • Border security training and train the trainer experience.
  • Knowledge of creating standard operating procedures and national strategies for border security.
  • Specific experience countering the smuggling of weapons or anything that can be used to further terrorism.
  • Knowledge of screening and border equipment and technology.

Nice To Haves

  • Arabic language proficiency.
  • Experience working in the Middle East or North Africa.
  • Counter terrorism experience.
  • Ability to set up fusion cells/information sharing hubs and bring a wide variety of stakeholders together.
  • Experience working in fragile environments.

Responsibilities

  • Provide Subject Matter Expertise by bringing essential border security subject matter expertise to the team, providing timely advice and feedback around training, equipping, and inter-agency information sharing.
  • Contribute to meetings with the client and the program recipient where appropriate.
  • Contribute information on activities undertaken to support regular program reporting.
  • Participate/lead multi-stakeholder/country workshops and meetings on border security.
  • Train both trainers and border security units in screening, checkpoint management, interdiction, patrolling, use of equipment and technologies, anti-smuggling techniques, supervision, quality control and information sharing.
  • Mentor local trainers to become independent in delivering high quality training internally.
  • Mentor managers and supervisors to achieve best practice and implement learning.
  • Support the program recipient in reviewing, developing and implementing standard operating procedures, strategies and best practices across all aspects of border security.
  • Work with a range of local agencies to improve cooperation and align the approach.
  • Support continued improvement by undertaking assessments and quality assurance of border security practices.

Benefits

  • The expected level of effort for this role is approximately 60-80 days per year with a three year duration.
  • Approximately 75% of this time will be spent on the ground, with the remaining time for preparation and follow up work from home.
  • The salary range for this role is $650-$950 per day based on previous skills and experience.
