About The Position

Under general direction performs, reviews results, and maintains records of complex chemical and bacteriological analyses on water, waste water, environmental, geochemical, industrial, metallurgical and petrochemical samples to ensure compliance with state and federal regulations and to maintain quality standards. Essential Job Functions: Will perform complex biological, chemical, and physical analyses with attendant quality control on all water types and produce timely report of results. Will perform supervisory duties such as hiring, training, and evaluating subordinates. Also, ability to assist with budget preparation. Other Job Functions: Plans, directs, monitors and provides management oversight for Water Treatment, Laboratory Services, and Water Resource Services activities. Will provide management of personnel including hiring, performance evaluations, discipline, rulemaking, safety assurance, and other duties supporting a team environment. Will plan, direct and monitor preparation and implementation of annual operating budget and capital improvement projects for Water Treatment, Laboratory Services, and Water Resource Services Plans and implements actions that ensure meeting all regulatory requirements for water treatment, production, pretreatment, watershed management, and laboratory services.

Requirements

  • Knowledge of complex biological analytical methodologies used to analyze water, waste water, and environmental samples.
  • Knowledge of advanced analytical and mathematical concepts and their application in conducting chemical and bacteriological analyses.
  • Knowledge of federal and state environmental regulations and procedures as they relate to water, waste water treatment, environmental and industrial analyses.
  • Skill in the performance and interpretation of complex chemical and bacteriological analyses of water, waste water, environmental and industrial samples.
  • Skill in the operation, calibration and maintenance of laboratory instruments such as chromatographic and spectrophotometric instrumentation.
  • Skill in maintaining accurate detailed records and preparing clear and concise written reports.
  • Skill in communicating with other city employees and the public by oral and written means.
  • Ability to receive detailed information through oral communication, and make fine discriminations in sound.
  • Ability to plan, organize, monitor and evaluate subordinates' work assignments to accomplish unit objectives.
  • Ability to perform a variety of physical skills including but not limited to seeing, sorting, holding, and writing.
  • Ability to operate a variety of equipment including but not limited to PC, telephone, calculator, and lab instruments.
  • Ability to effectively supervise a technical staff.
  • Ability to respond to emergency situations requiring immediate advanced analyses of unknown materials on an on-call basis.
  • A Bachelor's Degree in Biology, Chemistry or a closely related field.
  • Two years experience in water/ wastewater field including some supervisory responsibilities
  • Any equivalent combination of education and/or experience.
  • TCEQ License required.
