About The Position

The Laboratory Services Program Manager oversees all financial, technical, and scientific aspects of the clinic’s diagnostic laboratory, ensuring accurate, timely, and cost-effective testing to support patient care. This role provides leadership in regulatory compliance, quality assurance, staff supervision, workflow optimization, and strategic planning for laboratory services within NACC. This position will balance their time between administrative and direct laboratory functions.

Requirements

  • Bachelor’s degree in Medical Laboratory Science, Clinical Laboratory Science, Biology, Chemistry, or related field.
  • Current certification (e.g., MLS(ASCP), MT(AMT), or equivalent by the American Society for Clinical Pathology board of registry.
  • Minimum 3–5 years of clinical laboratory experience, including supervisory or lead responsibilities.
  • Thorough knowledge of CLIA requirements and general laboratory regulatory standards.

Nice To Haves

  • Experience in a community health center, FQHC, or outpatient ambulatory setting.
  • 1-3 years of laboratory supervisory experience
  • Experience with EHR systems.

Responsibilities

  • Direct, supervise, and coordinate daily laboratory operations, including phlebotomy, specimen processing, testing, and reporting.
  • Develop and implement laboratory policies, procedures, and workflow standards. Responsible for regular review and revision of laboratory policies.
  • Ensure appropriate staffing levels and efficient scheduling to meet patient and provider needs.
  • Partner with external laboratory organizations and consultants to ensure efficient integration of their services within the lab.
  • Ensures the laboratory meets both patient safety and security standards.
  • Supports quality improvement efforts and service delivery that contribute to the overall success operationally and financially.
  • Maintains software, hardware, and system security. Researches and analyzes system and organization needs. Configures and develops new tests and maintenance of current tests.
  • Supports laboratory workflow support for the mobile medicine program.
  • Maintain full compliance with CLIA regulations and all applicable federal, state, and local standards.
  • Monitors quality assurance to improve laboratory processes including but not limited to daily review of patient results, document quality control records, ensure instrument performance to include calibration, maintenance record review and troubleshooting – taking remedial action as necessary, calculates productivity and quality assurance data. Reports all updates to clinic management.
  • Point of Care Testing Competency assessment and testing oversight for non-Lab staff performing point of care testing. This includes but is not limited to staff collecting, processing, transporting, or testing patient laboratory specimens.
  • Conduct internal audits and prepare for inspections and compliance visits.
  • Investigate and resolve testing discrepancies, errors, or safety concerns.
  • Work with lab staff, and as applicable, consultant to ensure compliance with regulations.
  • Ensure current and new laboratory testing workflow, equipment, and validation processes are in compliance with CLIA standards.
  • Ensure laboratory process documentation is in compliance, accessible, and organized.
  • Recruit, hire, train, and supervise laboratory personnel, including medical laboratory technicians, phlebotomists, and support staff.
  • Conduct performance evaluations, provide coaching, and facilitate continuing education and competency assessments.
  • Foster a culture of safety, teamwork, and professional development.
  • Partner with providers, nursing staff, and care teams to ensure laboratory services meet clinical needs. May participate on organizational and medical staff committees and serve as a professional resource for medical providers and supporting clinical staff.
  • Serve as a technical resource for interpreting lab processes and troubleshooting specimen or workflow issues.
  • Participate in interdisciplinary meetings, quality initiatives, and clinic-wide performance improvement activities.
  • Ensures the culture of the lab aligns with NACC’s mission and indigenous-driven values.
  • Oversee purchasing, inventory tracking, and supply management to maintain uninterrupted testing services.
  • Evaluate and recommend laboratory equipment, platforms, and vendors to enhance service quality and cost efficiency.
  • Manage timely and accurate entry and release of lab results into the Electronic Health Record (EHR).
  • Prepare operational reports, quality metrics, and regulatory documentation for leadership review.
  • Monitor productivity, turnaround times, and key performance indicators.
  • Assist in budget development, cost analysis, and financial stewardship of laboratory resources.
  • Identify opportunities for service expansion, process improvement, and revenue optimization.
  • Lead strategies aimed toward growth through the implementation of new testing capabilities based on community and clinic needs.
