About The Position

The City of Bellevue is seeking a Labor Relations Analyst to support the negotiation and administration of labor agreements while fostering positive relationships with Union representatives and the workforce. This role involves delivering exceptional customer service, assisting in contract negotiations, and ensuring compliance with labor agreements and HR policies. The analyst will also handle payroll discrepancies, conduct labor contract analysis, and provide support during grievance meetings and arbitrations.

Requirements

  • Graduation from an accredited four-year college or university with a degree in human resources or related field.
  • Two or more years of professional experience in labor relations; working knowledge of state labor laws or the NRLA.
  • Excellent administrative, organizational, and prioritizing skills.
  • Strong oral and written communication skills.
  • Knowledge in compensation, benefits, labor relations, communications, and civil service.
  • Strong decision-making, problem-solving, and analytical skills.
  • Proficient in Microsoft Office and document management.

Nice To Haves

  • Completion of specialized certification or training in Labor Relations is preferred.

Responsibilities

  • Serve as the point of contact and subject matter expert for collective bargaining agreements and labor relations issues.
  • Provide research, benchmarking, and data gathering to evaluate and cost contracts in anticipation of bargaining.
  • Maintain pay plans for union and non-union personnel.
  • Maintain documentation and negotiation materials for future reference and possible litigation.
  • Assist with scheduling and attending negotiation sessions, identifying action items, and gathering information to evaluate proposals.
  • Aid labor negotiators and city attorneys in responding to grievances and preparing for grievance meetings and arbitrations.
  • Track, document, and review contract issues that arise during a contract term for future negotiations.
  • Draft required notices to unions and document communications with Union and Management representatives.
  • Attend Labor/Management Committee meetings and deliver excellent customer service to managers during the labor negotiations process.
  • Educate management about labor agreements and ensure compliance with those agreements.
