About The Position

The incumbent is responsible for performing professional regulatory and compliance duties involving child labor and related activities under Chapter 450, Part I, Florida Statutes.  The incumbent of this position must have a thorough knowledge of all the laws and rules enforced in order to determine if a violation exists from the evidence collected.  They must also have a working knowledge of investigative techniques.  Investigations may result from public complaints, individual reports, groups and organizations, or by suspicion.

Requirements

  • Knowledge of administrative and clerical procedures and systems.
  • Ability to communicate effectively, orally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to use available technology to perform duties including computer software, hardware & data systems.
  • Knowledge of Investigative techniques; ability to compile, organize and analyze data; ability to apply and interpret laws.
  • One year Administrative or Clerical Office experience
  • Experience formatting, editing and creating comprehensive correspondence using Microsoft Office and e-mail correspondence using Microsoft Outlook
  • The ability to work flexible hours with regional travel and occasional overnight travel
  • A valid Florid Driver’s License.

Nice To Haves

  • Experience in a regulatory field.
  • Proficient in using OnBase and Versa Regulation.
  • Knowledge of and ability to interpret and apply applicable Florida Statutes, laws, policies and procedures.

Responsibilities

  • Conducts on-site investigations of complaints relating to youth employment to determine compliance with Chapter 450, Part I, Florida Statutes.
  • Compiles and analyzes evidence of infractions through in-depth review of payroll records, prepares investigative reports of findings, and submits same to Child Labor Program Staff for appropriate action.
  • Contacts and interviews witnesses, records statements, and prepares cases for post-investigative proceedings (hearings).
  • May attend hearings to give testimony concerning investigations.
  • Conducts educational workshops/seminars, through written materials, telephone contacts, and program presentations for employers, employees, agricultural associations, advocacy groups, co-operatives, schools, parents, and the general public.
  • May coordinate and/or work with outside agencies on matters relating to the employment of minors/farm workers.
  • May refer complaints and apparent violations outside of our enforcement authority to appropriate state, federal and local law enforcement agencies including, but not limited to, USDOL (Wage & Hour), INS, Social Security, IRS, OSHA, UC Tax, Workers Compensation, and Department of Health.
  • Conducts routine walk-in unscheduled inspections of employer businesses.
  • Evaluates, analyzes, compiles, and records investigative reports which may include, but are not limited to, payroll audits and spreadsheets.
  • Conducts fact-finding conferences, takes testimony from parties regarding complaints and witnesses.
  • Assists Department’s legal staff in the preparation and prosecution of cases, and attends formal and informal hearings, giving testimony concerning investigations.
  • Performs other related duties as required and assigned.
