About The Position

This is a skilled working crew leader position leading, planning and coordinating the work of a crew of primarily skilled and/or semi-skilled workers performing a variety of street and storm sewer construction, maintenance and repair activities. This position performs construction, maintenance and repair activities similar to those workers it leads. Positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this class is distinguished from other classes by its lead responsibilities and the performance of skilled construction, maintenance and repair work .

Requirements

  • Graduation from high school or possession of an acceptable equivalency diploma and three (3) years of experience in construction, maintenance, and repair of public works projects which includes one (1) year of experience supervising or leading semi-skilled to skilled workers in the performance of street and storm sewer construction, maintenance and repair activities, or an equivalent combination of training and experience which provide the required knowledge, skills and abilities.
  • Depending on area of assignment, a CDL License may be required.
  • Valid Florida Driver License required upon appointment and at all times while employed in this classification.
  • Working knowledge of materials, methods, techniques, and equipment commonly used in construction and maintenance of roads, streets, storm sewers, and drainage ditches.
  • Working knowledge of principles and practices applied to construction and maintenance of roads, streets, storm sewers, and drainage ditches.
  • Thorough knowledge of occupational hazards and safety precautions in working with tools.
  • Skilled in the use, care and general maintenance of related complex equipment and tools.
  • Ability to plan and lead work of a group of semi-skilled and/or skilled workers performing complex public works and related construction, maintenance, and repair tasks in a manner conducive to full performance and high morale.
  • Ability to establish and maintain positive working relationships with co-workers, community agencies, other City employees and the general public.
  • Ability to analyze problems, exercise sound judgment and make logical and valid conclusions.
  • Demonstrated working knowledge of personal computers and related departmental software .
  • Ability to prepare and maintain records, reports and work requests.
  • Ability to operate work related equipment.
  • Ability to communicate effectively, both orally and in writing.
  • Work requires physical strength and agility sufficient to safely perform all essential functions, including the ability to lift, kneel, push, pull and stoop while carrying a load of 50 pounds without assistance.
  • Work requires normal color vision to distinguish the color and severity of many control and safety devices.
  • Work requires use of personal protection equipment including hearing, eye, foot, hand and head protection.
  • Work may require performing tasks in and around heavy traffic.
  • Work may require exposure to hazardous conditions and noxious chemicals.
  • Work may require performance of tasks outdoors under varying climactic conditions.
  • Work requires exposure to prolonged high noise levels.

Responsibilities

  • Leads, plans, and coordinates the work of a crew of skilled and/or semi-skilled workers performing a variety of street and storm sewer construction, maintenance and repair activities.
  • Inspects project work for compliance with plans, performance standards, and all applicable federal, state, local, and department safety regulations.
  • Performs a variety of street and storm sewer construction, maintenance and repair activities.
  • Estimates and orders materials for major construction projects.
  • Assures that appropriate safety procedures are followed on work sites.
  • Provides training and instruction to subordinates.
  • Provides significant input into regular and periodic performance reviews of subordinates.
  • Initiates workplace accident paperwork on the job site and forward to supervisor for investigation.
  • Keeps records of labor and materials through work management system.
  • Reviews, verifies and approves subordinate time worked, approves timesheets and forwards to Timekeeper for processing.
  • Prepares detailed records and reports in a timely manner.
  • Required to respond under emergency condition.
  • Attends work on continuous and regular basis.
  • May operate heavy equipment, including front-end loader, backhoe, aerial bucket truck, clamshell loader, or grader in the absence of supporting Labor Crew Leader Is or equipment operators.
  • May perform skilled work.
  • May frequently chauffeur other employees, depending upon assignment and work location.
  • May be required to transport, mix, handle or use hazardous materials (other than can of gasoline, batteries, pumping fuel or access to normal janitorial cleaning materials) or may be responsible for facilities or equipment carrying current, fluids or gas that could endanger the public or other employees.
