About the position

Under general direction, is responsible for planning, organizing, directing, investigating, and assessing contract and grant performance, operational roles, contractual, and statutory compliance. Assists compliance staff in performing project steps and procedures to ensure contract and grant compliance by the City, contractor and/or grantee. Working conditions are primarily inside an office environment with occasional outside working conditions. This position requires work schedule flexibility as required to perform compliance reviews. Exercises functional supervision over assigned staff.

Responsibilities

  • Leads contract and grant compliance functions to assure proper control and compliance with contractual and grant requirements by the City and the contractor or grantee.
  • Contributes to the annual planning and determines review objectives and designs review programs to satisfy these objectives.
  • Ensures compliance with Fiscal requirements associated with contracts and/or grants.
  • Analyzes duties and roles for appropriate segregation and provides recommendations for corrections and compensating controls.
  • Evaluates complex management controls; determines criteria; analyzes, reviews and validates evidence; identifies issues; and makes recommendations to improve compliance.
  • Researches and analyzes updates to Federal and State laws, and other governing directives, policies and procedures pertaining to contracts and grants being reviewed.
  • Participates in special investigations, projects and programs requested by City management.
  • Conducts off-site compliance reviews.
  • Coordinates and leads conference and meetings with appropriate parties on contract and grant compliance issues.
  • Uses a variety of methods to communicate and interact, assisting staff and others at conferences, investigating and when traveling/visiting contract sites.
  • Performs other related duties and responsibilities as required.

Requirements

  • Bachelor's Degree from an accredited college or university.
  • Four (4) years contract, audit or accounting experience.
  • Valid Class 'C' Texas Driver's License.

Nice-to-haves

  • One (1) year’ experience with prevailing wage requirements.
  • One (1) year’ experience interpreting local, state, and federal laws.
  • One (1) year’ experience with general conditions in construction contracts.
