Under administrative direction, the Human Resources Manager plans, organizes, coordinates and manages complex, professional level labor and employee relations activities, including but not limited to negotiations, meet and confers, grievance processes, and disciplinary processes. The Human Resources Manager serves as the County's primary chief negotiator and provides professional and complex labor and employee relations services to the County. In addition to managing assigned Human Resources staff, the primary labor relations responsibilities include administering the Countywide labor relations program, representing the County in negotiations, primary liaison with labor unions representing the County's 19 bargaining units for meet and confer meetings, grievance and complaint hearings; and advising management on labor relations and MOU interpretation matters. The primary employee relations responsibilities include providing guidance to supervisors and managers on employee discipline and performance management, advising on investigatory processes, making recommendations on the level of discipline and reviewing associated documents. This position serves as a member of the County's senior management team and reports to the Human Resources Director and/or Assistant Human Resources Director.
