About The Position

The Boeing Company is currently seeking a highly motivated, Lab Test Operations Lead to join the F-15 System Integration Test (SIT) team located in Berkeley, MO. The team operates multiple Electronic System Integration Laboratories (ESILs) and is comprised of 20+ multi-disciplinary test engineers and support professionals. As a Lab Test Operations Lead you will be responsible for directing program execution activities for the SIT team, catering to multiple domestic and/or international development programs. Core responsibilities include, but are not limited to, managing team budgets as a Control Account Manager (CAM), estimating future work, creating test plans, directing day-to-day lab schedules across multiple programs/test sites/labs, interfacing with various program managers and cross-functional teams (i.e., software, hardware, ), working through and resolving issues that occur in the lab spaces, and coordinating test asset/avionics sharing between programs and teams operating within the labs. The successful candidate will have extensive experience in one or more of the aforementioned areas and demonstrate a strong drive to mentor early-career, operations-focused engineers and technical support specialists. The candidate must work well in a fast-paced environment with frequent shifts in priority. Strong interpersonal and communication skills are required, as you will work with a large team of cross-functional individuals. Flexibility to adapt to frequently changing plans while keeping the team focused on executing toward program milestones must be balanced and managed. The hiring manager is specifically looking for a self-starter and partner; someone who embraces change, is detail-oriented/organized, has the capacity to look both short-term and long-term, can make high-impact program prioritization decisions, and demonstrates a strong commitment to customer support. The lab is often the last line of defense in terms of vetting hardware and software prior to flight test. Upstream schedule churn often puts schedule pressure on the SIT team – it’s important you can remain calm, cool, and focused in these scenarios. A flexible work schedule is required. Extended days and occasional off-shift work may be needed to support critical business milestones. Business travel is not common in this role.

Requirements

  • Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry or non-US equivalent qualifications directly related to the work statement
  • 14 or more years' related work experience or an equivalent combination of technical education and experience
  • Ability to obtain access to Special Access Programs (SAP)
  • 3+ years of experience leading teams and projects through influence
  • Experience managing team schedules and budgets (ideally under the EVM construct)
  • Active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

  • Experience working and/or managing work scope in a laboratory test environment
  • Experience working in the defense industry, particularly on military fighter aircraft
  • Experience as a Cost Account Manager including baselining of programs, variance analysis, change management, development of quantifiable backup data (QBD), and estimating remaining work

Responsibilities

  • Managing team budgets as a Control Account Manager (CAM) under the Earned Value Management (EVM) construct
  • Leading program baseline activities for new efforts
  • Estimating future work in response to Request for Proposals (RFPs); leveraging historical actuals as a Basis of Estimate (BOE); supporting follow-on fact-finding activities with the customer as part of contract negotiations
  • Developing, coordinating, and maintaining integrated lab test plans and schedules for complex projects and programs
  • Creating and maintaining metrics or dashboards to track team performance and progress to plan
  • Providing day-to-day bench scheduling assignments for team members across various programs/test sites/labs
  • Keeping track of team skillsets, identifying skills voids, making recommendations for team work assignments
  • Mentoring early and mid-career, operations-focused engineers and technical support specialists.
  • Developing and maintaining relationships – rooted in trust – with teammates, program managers, and other cross-functional teams/leaders
  • Coordinating lab bench upgrades/modifications, coordinating facility needs, coordinating lab certifications/inspections/etc.
  • Facilitating the sharing of test assets/avionics across multiple programs and teams, accounting for conflicts and priorities between various program schedules
  • Acting as primary lab test contact for system integration testing activities across multiple programs, typically a combination of domestic and international test efforts
  • Ensuring team test artifacts (i.e. summaries of test events, commentary on failures, engineering team recommendations) and other contract deliverables (CDRLs) meet quality standards and are provided to customers
  • Supporting Quality Management System (QMS) initiatives; preparing team and facility for audits
  • Collaborating with lab management and test engineers to continuously improve testing processes and methodologies, driving efficiency and effectiveness in the lab.
  • Identifying risks, issues, and opportunities; developing mitigation plans, utilizing BORIS and other RIO systems
  • Supporting and creating content for relevant program meetings (i.e. PDRs, CDRs, TRRs, PMMs, )
