About The Position

This position is responsible for providing leadership and direction in meeting the healthcare needs through the operation, development and expansion of quality, patient-centered, and cost-efficient laboratory services for HealthNet Community Health Centers. This position is responsible for the overall operation of laboratory, including assuring that competent personnel are employed to perform test procedures and report test results promptly. Additionally, this position ensures staff's accuracy and proficiency as well as complying with applicable regulatory guidelines. This position also serves as liaison for laboratory when collaborating with other departments within HealthNet and with external clients. Leadership Institutes and promotes a team-oriented concept to build stronger relationships between employees, management, and clinical staff, is also responsible to ensure all duties are properly performed. Is accessible to the laboratory staff to provide onsite, telephone, or electronic consultation if needed. Accountable for strategic planning, program development, and overall operational administration.

Requirements

  • Requires a Bachelor's degree in Medical Technology, Clinical Laboratory Science, or related field with appropriate certification by ASCP, AMT, NCA or equivalent.
  • Requires 2 years of non-waived testing experience.
  • Requires 2 years of supervisory experience in non-waived testing.
  • Requires knowledge of state and national regulatory agency guidelines.
  • Requires the ability to lead quality improvement initiatives.
  • Requires the ability to facilitate and lead work groups.
  • Requires knowledge of state and federal laws relative to assigned areas.
  • Requires effective written and verbal communication skills.
  • Requires the ability to communicate sensitive issues with all levels of employees/management.
  • Requires the ability to promote teamwork and build effective relationships.
  • Requires the ability to take initiative and meet objectives.
  • Requires a high level of interpersonal, problem-solving, and analytical skills.
  • Travel may be required.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 20-30 pounds at times.

Responsibilities

  • Personnel Management/Supervision Ensures that all laboratory personnel are supervised within established policies.
  • Promotes a team oriented and service conscious environment.
  • Coordinates and communicates competency assessment for staff, while working with the direct supervising Center Manager to provide formal feedback on the lab employee's performance and make suggestions for areas of improvement when needed.
  • Accountable for quality control/assurance review and feedback of the point of care testing performed at each site.
  • Develops assessment program and takes remedial action when necessary.
  • Assures that all testing sites are inspection ready by auditing on a regular basis and produces reports for improvement recommendations to clinic managers.
  • Closely monitors progress and intervenes effectively when objectives are not met.
  • Accreditation Ensures compliance with all applicable quality and accreditation standards for assigned areas of accountability.
  • Continuous Improvement Works with management and peers to continually identify areas for improvement.
  • Utilizes the principles of continuous improvement to improve existing processes.
  • Collects and analyzes data to identify trends and tracks improvements associates with quality improvement efforts.
  • Patient Experience Promotes and supports the participation of staff in applying the principle of continuous improvement to improve existing processes.
  • Quality Assurance/Control Writes and maintains procedures.
  • Consults with staff to explain difficult analyses or abnormal findings.
  • Performs and interprets quality control procedures, instrument function checks, and any necessary maintenance procedure.
  • Understands and follows established safety guidelines.
  • Understands and correlates complete sample data prior to reporting results.
  • Maintains programs to monitor quality.
  • Assures that verification procedures are used to determine accuracy, and other pertinent performance characteristics of the laboratory methods performed.
  • Ensures that the quality control program is established and maintained to assure the quality of laboratory services provided and to identify failures in quality as they occur.
  • Ensures that all necessary remedial actions are taken and documented when deviations are identified.
  • Participates in continuous quality improvement and total quality management.
  • Documentation Maintains and reviews records to ensure proper documentation of activities and results.
  • Reviews and documents corrective actions have occurred that have caused deviations from the laboratory's established performance specifications.
  • Maintains documentation of proficiency test samples for regulatory agencies review.
  • Teaching/Continuing Education Assumes responsibility for laboratory staff's continuing education and competency through in-services, and review of policies and protocol.
  • Prepares lectures and training materials, and over sees the primary teaching of laboratory techniques and functions.
  • Maintains documentation of laboratory staff's competency requirements, proficiency test performance, and overall expected compliance with laboratory skills performance.
  • Apply a minimum of one health literacy method when communicating with patients/clients.
  • Laboratory Accountabilities Oversees compliance programs to meet all government and accrediting agencies.
  • Executes all tasks according to standard operating procedures.
  • Compiles and evaluates data on protocols regarding issues that may include methodologies, policies, procedures, and equipment.
  • Coordinates implementation of new equipment and methodologies.
  • Makes recommendations to Clinic Managers and Risk Manager as necessary.
  • Regularly coordinates clinical decisions with the HealthNet Laboratory Clinical Consultant.
