About The Position

Bowhead seeks a Junior Weapon Systems Manager (WSM) to perform a dual-hatted role supporting the CECOM Security Assistance Management Directorate (SAMD). This position blends Program Analyst responsibilities with management of a small FMS Weapon Systems Manager caseload, supporting Foreign Military Sales (FMS) case execution from initial request through long-term sustainment. Requirements

  • Bachelor’s degree and 0-5+ years of professional experience in related field.
  • Experience working in different types of database systems.
  • Experienced with Microsoft Office software suite, in particular Excel.
  • Ability to communicate effectively with all levels of employees and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.
  • Highly organized with the ability to see both the details and the big picture.

  • Position requires travel, including OCONUS.
  • Must be able to lift up to 50 pounds

  • Must currently hold a security clearance at the Secret level.
  • US Citizenship is a requirement for Secret clearance at this location.

Responsibilities

  • Provide program analysis support to senior Weapon Systems Managers (WSMs) in support of FMS cases.
  • Maintain accurate records, trackers, taskers, and internal databases to support case visibility and execution.
  • Pull reports and supporting data from DoD and FMS systems/databases.
  • Update and maintain Excel spreadsheets and reporting tools used for management reporting and metrics.
  • Verify the accuracy of reporting information and identify missing or incorrect data.
  • Initiate, track, and resolve reporting discrepancies and coordinate corrections with stakeholders.
  • Track changes to FMS cases and summarize significant activities for leadership and management reports.
  • Compile and organize source documentation to support case execution and audit readiness.
  • Provide backup assistance for report generation, data input, and team workload coverage as required
  • Manage assigned FMS cases from “cradle to grave,” supporting planning, execution, and sustainment activities.
  • Organize research of foreign government requirements and assist in defining supportability needs.
  • Conduct technical reviews and analysis for Letters of Request (LOR) and case development actions.
  • Support preparation of Letters of Offer and Acceptance (LOA), including identifying material, services, shipping requirements, and estimating system life cycle costs.
  • Develop and maintain unique case notes, documentation, and planning artifacts to support program continuity.
  • Coordinate Total Package Approach (TPA) planning and ensure TPA sheets are accurate and utilized in case development.
  • Assist with manpower calculations and support requirements planning for FMS cases.
  • Receive, process, track, and monitor requisitions and logistics actions tied to case execution.
  • Forecast and track congressional notification requirements as applicable to assigned cases.
  • Support logistics program activities including purchases, transfers, and leases of weapon systems and technical documentation.
  • Vet requested equipment release in accordance with technology security and transfer requirements, export controls, disclosure guidance, and system-specific release restrictions.
  • Coordinate with internal teams, external agencies, subcontractors, and field service personnel to resolve logistics issues and support timely case execution.
