About The Position

PACO Group (PACO) is seeking a motivated Junior Inspector (Traction Power / Substation / SCADA) to support the Metropolitan Transportation Authority (MTA) on a Substation Component Replacement Project in Bronx, New York. The Junior Inspector assists the Senior Inspector in monitoring field work, documenting progress, and supporting safety and QA/QC for traction-power, substation, and SCADA installations including Con Edison service feeders, PLBs, switchgear, rectifiers, transformers, low-voltage panels, and SCADA control components. The position reports directly to the Senior Inspector and supports coordination with contractors, Con Edison, and the MTA Power Department.

Requirements

  • Minimum of two (2) years of experience in electrical construction, field inspection, or related technical work.
  • Familiarity with traction power, substation, or electrical distribution systems.
  • Basic understanding of MTA power systems, third-rail operations, and related coordination procedures.
  • Ability to interpret electrical schematics, conduit layouts, and single-line diagrams; knowledge of basic AC/DC theory and grounding.
  • Experience assisting with or observing megger testing, continuity verification, and field QA/QC activities.
  • OSHA-30 certification and valid driver’s license.
  • Eligibility for access to active substation and traction-power construction environments.
  • Working understanding of NEC (NFPA 70) and NFPA 70E safety principles.

Nice To Haves

  • NICET Level II (or higher) in Electrical or Construction Inspection; progress toward Level III a plus.
  • Coursework/training in electrical safety, testing procedures, NFPA 70E (Qualified Persons), or substation operations.
  • Familiarity with SCADA/PLC fundamentals, relay logic, and commissioning workflows; exposure to systems integration testing.
  • Exposure to protective relays concepts and assisting with transformer oil sampling/testing under supervision.
  • Experience supporting or assisting on MTA, Port Authority, or utility power projects.
  • Exposure to Con Edison coordination and shadowing MTA Power Command Center (PCC) / MTA Power Department interactions.
  • Working exposure to ProjectWise, Unifier, or comparable CDEs; comfort with field data entry and document control.
  • Demonstrated interest in advancing technical proficiency under the guidance of Senior Inspectors and the Resident Engineer.

Responsibilities

  • Assist in daily inspection of high-tension and low-tension installations: transformers, rectifiers, switchgear, PLBs, control panels, conduit and cable systems.
  • Observe and record megger testing, continuity, and insulation-resistance testing; verify tagging/labeling and equipment identification.
  • Document field progress via daily reports, photographs, and redlines; submit to Senior Inspector for review.
  • Participate in safety walks, toolbox talks, and LOTO coordination; promptly report unsafe conditions or non-conforming work.
  • Support QA/QC materials verification, defect tracking, and punch-list closure.
  • Assist communication/coordination with contractors, Con Edison, and MTA Power Department during tie-ins, testing, and energizations.
