JOB OVERVIEW Provide services and support as a Junior Cost Analyst [Operation & Support Legacy Cost Model Support and Independent Cost Estimates] in the Aerospace And Defense Industry Sector focussing on Risk Management Solutions for clients such as Department of the Air Force (AFCAA) | Air Force Cost Analysis Agency (AFCAA) / SAF-FMC (Cost & Economics) | AFCAA O&S Division (SAF/FMCY) Generally Located In Washington, District of Columbia (National Capital Region) and across the Continental United States (CONUS) – Mid-Atlantic / National Capital Region (NCR) Region (Of Country/World) Working Hybrid On/Off Client Site. Provides entry-level analytical support; assists with data gathering, validation, and model population; supports AFTOC data pulls, documentation development, and chart preparation; operates under close supervision while developing foundational O&S cost estimating skills. Requirements

  • 0–2 years professional analytical experience; entry-level exposure to cost analysis, economics, data analytics, or engineering support; no independent estimating responsibility without senior oversight.
  • Junior Cost Analysts: Must have bachelor’s degree in mathematics, statistics, engineering, data science, or economics. Must have demonstrated analytical and critical thinking skills. Estimator/Analyst must have a current SECRET clearance (reference paragraph 6.8).
  • Must have strong Microsoft Office skills, including advanced Microsoft Excel skills.
  • Bachelor’s degree in Mathematics, Statistics, Engineering, Data Science, Economics, or related analytical field; demonstrated analytical and critical thinking skills; current SECRET clearance required.
  • 0–2 years professional analytical experience; entry-level exposure to cost analysis, economics, data analytics, or engineering support; no independent estimating responsibility without senior oversight.
  • Junior Cost Analysts: Must have bachelor’s degree in mathematics, statistics, engineering, data science, or economics. Must have demonstrated analytical and critical thinking skills. Estimator/Analyst must have a current SECRET clearance (reference paragraph 6.8).

Responsibilities

  • Provide Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates at Air Force Cost Analysis Agency (AFCAA), Joint Base Andrews, Maryland. Legacy cost modeling in this context refers to programs at or beyond Initial Operating Capability plus five years. Federal law requires such programs to have Operation & Support (O&S) cost estimates for the life of the program, updated annually. Federal law further mandates sustainment reviews for these programs every five years, requiring independent cost estimates in support of those reviews. The annual legacy Operation & Support (O&S) cost estimates will serve as a starting point for other more detailed cost analyses such as independent cost estimates, trade studies, divestiture analysis, force structure analyses and comparisons to follow-on or new weapon systems etc. The model support effort will also incorporate new (non-legacy) cost estimates from other analysts into a single output file that will provide a long-term picture of Department of the Air Force (DAF) sustainment resource requirements.
  • Provide analytical support to senior and journeyman cost estimators for Operation & Support (O&S) legacy cost models and Independent Cost Estimates (ICEs); assist with data collection, validation, and organization; populate government-furnished Excel cost model templates under supervision; support AFTOC data pulls and basic analysis; prepare draft tables, charts, and documentation sections; incorporate reviewer comments and support estimate updates as directed.
