About The Position

The Director of Army Instruction (DAI) is the chief administrator and instructional leader of the JROTC program. All JROTC instructors and administrators employed by the Board of Education are directly under his or her supervision in all matters pertaining to program administrative duties and responsibilities, as well as quality of classroom instruction and integrated-curricular activities. His primary responsibility is to ensure, on behalf of the school and the Army, that the JROTC program is administered in accordance with Law, Regulation, Policy, and Principles through proper instruction and supervision (Army Regulation 145-2), in concert with school district policy and procedure.

Requirements

  • Minimum of three years’ experience as a USACC-qualified JROTC Instructor
  • Must be certified by the US Army Cadet Command (USACC) and meet the requirements of Cadet Command Regulation (CCR) 145-2
  • A valid NE Career Education/Teaching Certificate or the ability to obtain one with JROTC endorsement
  • Must be a retired Active Army Commissioned Officer, rank of LTC (O5) or Colonel (O6)
  • Approved by the United States Army Cadet Command
  • Knowledge of federal, state, and local laws and their applicable policies & regulations as they pertain to army instruction
  • Evidence of the willingness and the ability to comply with the standards for ethical and Professional performance established by the State Board of Education
  • Ability to work in a cooperative team environment and be effective in resolving conflicts and problems in a timely manner
  • Demonstrated skill in problem-solving and effective human relations
  • Ability to foster positive human relationships and the ability to work effectively with students, staff, parents and the community
  • Verification of a valid Nebraska Teaching License or other required license
  • A background check which demonstrates background is acceptable for the position sought and working with or around students
  • Verification of U.S. Citizenship or legal authorization to work in the United States
  • Successful completion of a tuberculosis skin test (if required by federal law for your position)
  • Execution and delivery to OPS of an Administrator Contract presented by OPS
  • Must maintain medical and personal appearance standards as directed by the US Army

Responsibilities

  • Maintains personnel records of assigned army instructors employed within the school district
  • Functions as department chair/director for multiple units
  • Organizes, develops, and administers the JROTC Programs within the school district
  • Represents the school district in matters pertaining to the Department of the Army and the JROTC Program as required
  • Serves as a strong advocate for the JROTC Program at the State and National level
  • Ensures, on behalf of the District and the Army, that the JROTC program is administered in accordance with law, regulation, and policies
  • Serves as a certified interviewer
  • Recruits, recommends, and coordinates hiring of instructors required to administer and teach the JROTC program with USACC and the school district
  • Maintains instructor status used for the Department of the Army salary reimbursement and employment status
  • Ensures instructors receive an initial and semi-annual performance counseling, receive a school evaluation, and mentors all instructors within the district
  • Serves as liaison with SAIs to prepare district responses to all correspondence received from USACC
  • Interprets and implements new regulations received from government agencies
  • Prepares and maintains administration and support reference materials required to be available in the district by law and regulations
  • Interprets data obtained through the Department of the Army and other agencies
  • Coordinates with the USACC Public Affairs Officer on the release of JROTC public news items
  • Organizes, coordinates, and directs JROTC activities in the district (drill, rifle, and academic competitions, service-learning projects, awards ceremonies, military balls, JCLCs, and other activities)
  • Confers with principals on the effectiveness of the program
  • Develops and maintains a consolidated supply operation for Army JROTC units in the district, accounting for all government property issued to the units
  • Maintains files and provides recommendations on all schools placed on probation, monitors disestablishment procedures, and requisitions curriculum materials for existing and newly established programs
  • Conducts school visits to evaluate instruction, integrated-curricular activities, and provide regulatory compliance
  • Prepares a district budget
  • Ensures that funds are distributed appropriately to school units
  • Conducts research, evaluation, and follow-up studies to emphasize areas of success and determine areas in need of special attention
  • Enforces the contractual agreement of the school district and the Department of the Army
  • Ensures that the school supports college credit available to cadets, honors credit, credit other than elective, etc.
  • Provide school officials and units with guidance before and after inspections
  • Establishes, instills, and ensures enforcement of program standards and sets the example for program development
  • Maintains involvement in the school community by attending social events, athletic contests, PTA, and faculty meetings
  • Visits schools within the district on a weekly basis and provides guidance as needed
  • Adheres to school system rules, administrative procedures, local board policies, and state & federal rules and regulations
  • Engages in professional growth and demonstrates professional ethics & leadership
  • Performs other related tasks as assigned by other central office administrators, as designated by the Superintendent
