About The Position

The Department of Human Services (DHS) Finance Division is responsible for managing the agency's (approximately) $950 million dollar budget and all related financial and contracting functions. DHS's funding is used to support the agency's services to the City's most vulnerable populations and supports DHS's overall mission to improve the safety, permanency, outcomes, and well-being of children and youth, such as the Improving Outcomes for Children Initiative (IOC). The position of Finance Analyst will support the Finance Division with cash flow management and oversight.

Requirements

  • Bachelor's degree in Finance, Business, Accounting, or related field required. Experience can be substituted for Education
  • Strong, proven data and quantitative analysis skills
  • Strong oral communication skills
  • Ability to work collaboratively as part of a team
  • Excellent interpersonal skills
  • Ability to work in a fast-paced environment
  • Advanced skills in Microsoft Word, Excel, and other standard computer software packages
  • Excellent organizational skills
  • Ability to quickly learn and master multiple child welfare-related programs and funding streams, including Title IV-E, TANF, and PA State Act 148 as well as City of Philadelphia accounting and IT systems
  • Ability to learn and interpret state bulletins and guidelines into process change
  • Ability to learn federal grant funding related to revenues and expenditure reports
  • Ability to synthesize and communicate multiple data sources into clear, concise reports for internal and external distribution
  • Basic understanding of accounting principles

Responsibilities

  • Assist in the preparation and submission of annual budget, gathering and organizing requests from multiple departments
  • Monitor and forecast DHS expenditure payments to providers and resource parents
  • Monitor provider performance in areas having fiscal implications
  • Forecast fiscal impact of initiatives and policy/ legislative changes
  • Assist in other data adjustment and billing resolution efforts as needed
  • Provide Division-wide fiscal analysis and support, including analysis of provider rates
  • Perform tasks/ projects related to Finance Division reorganization and process improvements with financial implications; these projects may also be Agency-wide, and will vary according to assignment
  • Perform research and analysis related to changing federal, state, and local revenue sources, including federal Title IV-E (including Child Welfare Demonstration Project) TANF and PA State ACT 148
  • Manage outside contractors and associated projects as necessary
  • Represent DHS Finance at internal and external projects as necessary
  • Other duties as necessary as assigned
