DEFINITION To perform journeyman level skilled technical work in the construction, testing, maintenance and repair of substation equipment and in other areas of the electric utility, ensuring electrical equipment is in proper working order. SUPERVISION RECEIVED AND EXERCISED Receives direction from the Foreman and Electrician of the Meter Shop and/or Superintendent of Electric Distribution. Observation and training of other staff members as required. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS— Essential and other important responsibilities and duties may include, but are not limited to, the following Essential Functions: 1. Maintain, test, install, and repair substation equipment including power transformers, load tap changers, protective relays, metering, potential transformers, current transformers, high voltage circuit breakers and switches, switchgear, batteries and battery charging systems, and interchange metering equipment. 2. Test, install, and calibrate protective relays, interchange metering, and other electric substation equipment. 3. Update wiring diagrams and schematics as needed, ensure accuracy prior to installing new wiring and equipment. 4. Work on energized secondary voltages and work around and operate manual disconnect switches on all voltages of distribution and transmission lines and busses up to 138,000 volts. 5. Install, maintain, and repair SCADA equipment. 6. Take oil samples from power transformers, load tap changers, and oil circuit breakers, run dielectric tests, and run filtering equipment as deemed necessary. Install new substation equipment by pulling cables and terminating wiring, following engineered drawings, diagrams, and schematics. 7. Perform substation switching for planned and emergency situations. 8. Take regularly scheduled readings on substation equipment to ensure proper operation. 9. Gather records on maintenance and services provided to ensure compliance with NERC standards. Marginal Functions: 1. Communicate and coordinate work with private and public agencies; communicate with other local, regional, state, and federal government agencies to develop effective working relationships. 2. Respond to service calls concerning electrical problems; investigate complaints. 3. Perform regular testing of equipment and machinery to maintain quality assurance and high performance. 4. Perform a variety of skilled tasks associated with the maintenance and repair of electrical equipment at all City facilities. 5. Operate and monitor use of bucket truck, meter test bench, relay test set, phase angle meter, volt meter, drill motors, and other equipment needed for maintaining and repairing electrical equipment, electrical meters, and protective relays. 6. Assist electric metering or distribution staff or other areas within the Electric department with construction, maintenance, and/or repair work on an as-needed basis. Perform a variety of skilled tasks associated with the maintenance and repair of electrical equipment and meters including, but not limited to, electrical malfunctions of control panels, relays, and high voltage breakers.
