About The Position

GENERAL PURPOSE OF POSITION: Installs new electrical lines and maintains existing electrical power for the City of Saint Robert. MAJOR DUTIES AND RESPONSIBILITIES: Plans for maintenance/repair of existing system and for new construction -Determines and collects needed materials for work orders -Documents work completed and files completed work orders -Assists in system planning Operates heavy equipment -Uses jackhammers, digger and bucket truck as needed -Is on call for twenty-four hours a day for a seven-day period for the Electric Department -Documents work completed and files completed work orders -Determines proper amperage, size, etc. for meters or transformers -Performs inspections on all new installation -Assists other Public Work departments when required Conducts substation oversight -Checks controller -Performs monthly readings -Tests meters and transformers -Records proper data -Performs load switching -Performs repairs, testing, and cleaning on hydraulic and hotline equipment Maintains inventory -Cleans work trucks and stocks with needed tools and supplies -Inventories equipment and supplies -Orders needed materials -Assists with bidding and budget suggestions -Maintains system drawings -Maintains Component Ops Manuals System Planning -Inspects all work to make sure it is done according to specifications and regulations -Determines needed materials -Attends construction meetings when necessary -Works with outside firms -Deals with public concerns and requests -Performs inspections Operates Equipment -Uses basic hand tools -Utilizes Volt and Amp meters to troubleshoot -Operates jackhammer and dump truck for cutting roads and clearing rock out of ditches Performs other duties as directed JOB CONTEXT: The Journeyman is a full-time, permanent position in the Electric Department. The immediate supervisor for this position is the Journeyman Lineman Supervisor. The person in this position is supervised on a daily basis. The person in this position works regular hours, year-round. The person in this position works overtime at least 2 to 3 times a month, on call for emergencies or severe weather. The person in this position rarely works nights except during emergencies. There is no shift work associated with this position. 5% of the work for this position is done indoors; 95% is outdoors and requires work done in all types of weather conditions. There is at least weekly exposure to chemicals and/or hazardous materials in this position including but not limited to, PCBs cleansers, exhaust fumes, and electrical current. The stress level associated with this position is moderately low to moderately high, depending upon the workload and various deadlines. Physical work consists of, but is not limited to, standing for long periods of time, lifting, bending, and stretching. LICENSES AND CERTIFICATIONS: · The person in this position must have a valid Missouri commercial driver’s license and have a journeyman electrician certification. EDUCATION AND EXPERIENCE: -The person in this position should have a high school degree or its equivalent. -Vocational training in electric systems is recommended. -A journeyman license is required. -Four years of experience in electrical construction distribution is required. preferred. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge -Electrical systems layout and functions, including primary and secondary systems -Setting poles and stringing line properly -Layout of City’s electrical system, from substation to all individual points -Types of fuses needed in specific situations -Transformer testing and maintenance -Meter installation and testing -Adding new service lines from existing service -Procedures for handling and shipping hazardous materials safely -Tree trimming procedures, including safety regulations -Electrical systems and their maintenance -D.C. power, control circuitry and high and low voltage -Building codes concerning electrical wiring -Procedures for testing electrical circuits and fixtures -Procedures to maintain equipment -Proper use of specialized equipment and hand tools -Proper methods of pipe bending, both thin wall and rigid -Procedures to maintain vehicles and equipment -Layout of City streets -Federal, State and City codes related to electrical systems -Electrical system layouts -Proper wiring, ampage, etc. needed for service -City zoning, streets, and electrical lines -City personnel policies -Line safety -General office and filing practices and procedures -Basic principles and procedures of electrical work -Basic carpentry work -Maintenance and repair of all types of equipment -Safety measures needed for using herbicides -Proper grammar and the use of English in speaking and writing -Computer operations and applications, including word processing and spreadsheets -OSHA standards and regulations concerning employee safety -Federal and state statues concerning the work of the department -Mathematical skills, including addition, subtraction, division, and multiplication -General functions and operations of municipal government Skills and Abilities -Achieve and maintain proper certification -Diagnose problems with the electrical system and determine the best solution -Work in a bucket high off the ground for long periods of time -Determine appropriate lines and meters for specific service needs -Trace an electrical circuit to find problems -Complete detailed, technical work accurately -Calculate power needs and amperage to power size -Troubleshoot and repair electrical problems -Distinguish colors -Good driving skills -Maintain good physical condition for climbing poles, ladders, etc. to high places -Time organization and planning -Manage many activities at one time -Maintain working relationships with contractors and suppliers -Calculate accurate cost estimates for projects -Allocate resources for efficient work completion -Read and interpret building plans -Prioritize equipment and material needs on a daily basis -Complete required reports on a timely basis -Apply appropriate solutions to problems -Operate equipment properly -Maintain equipment and vehicles -Examine equipment and determine what is causing a problem -Complete all required paperwork -Prioritize daily work flow -Work as a team member with other employees -Communicate effectively with other city employees, both oral and written -Work autonomously when necessary -Handle multiple tasks simultaneously with frequent interruptions -Deal with others in a professional manner -Maintain professional composure in heated situations -Follow Departmental and City policies and procedures Certain duties of this position are classified as “safety-sensitive.” Therefore, the person in this position will be subject to mandatory testing for drugs and/or alcohol on a random, reasonable suspicion, post-accident, return-to-duty, and follow-up basis in accordance with the City’s Alcohol & Controlled Substance Use, Abuse and Testing Policy. Requirements
