Pantheon Data (a Kenific Holding company) is a private, small business based in the Washington, DC, area. Pantheon Data was founded in 2011, initially providing acquisition and supply chain management services to the US Coast Guard. Our service offerings have grown in the past ten years, including infrastructure resiliency, contact center operations, information technology, software engineering, program management, strategic communications, engineering, and cybersecurity. We have also grown our customer base to include commercial clients. The company has used this experience to expand our service offerings to other agencies within the Department of Homeland Security (DHS), the Department of Defense (DoD), and other Federal Civilian Agencies. Position Overview Pantheon Data is seeking a Journeyman Engineer Group 4 to support program analysis and system engineering for a major surface acquisition program for the U.S. Coast Guard. The ideal candidate will possess strong technical acumen in systems engineering and a deep understanding of requirements analysis/review/documentation and statement of work development/execution. This role will be instrumental in supporting budget prediction, cost analysis, technical documentation, and schedule support activities for In-Service Vessel Sustainment (ISVS) projects.

Requirements

  • Bachelor's degree in Engineering or a related field required. Applicable work experience in lieu of education will be considered with an emphasis on direct experience with the U.S. Coast Guard.
  • 3-10 years' experience in program analysis, systems engineering, or acquisition support.
  • Prior experience working with DOD, DHS, or an associated support federal agency is ideal.
  • Advanced proficiency developing and reviewing Statements of Work.
  • Ability to act as technical authority for a variety of engineering systems (in particular hull mechanical and electrical systems) and to appropriately interface with the Coast Guard Engineering Technical Authority as required.
  • Familiarity and proficiency with Microsoft 365/Suite applications such as SharePoint Lists, Power BI, Power Query, Outlook, Teams, Word, Excel, SharePoint, Planner/Project, PowerPoint etc.
  • Ability to synthesize financial data and technical information into actionable recommendations.
  • Experience supporting federal acquisition programs (MSAM/NMAP knowledge preferred).
  • COR experience is preferred but not required.
  • Ability to work effectively as part of a geographically separated cross-functional team.
  • Successful candidate will be able to effectively interface with other components of the naval engineering community, cutter crews, ISVS leadership, Coast Guard Engineering Technical Authority, and others as required.
  • Ability to meet deadlines and produce quality work as evaluated by project leadership.
  • Candidate must be able to safely navigate interior confines of Coast Guard cutters as required which may include narrow hatches and scuttles, ladders, gangways, and other confined spaces typical of military vessels. Walking long distances will be occasionally required .
  • U.S. Citizenship with the ability to obtain and maintain a Public Trust Clearance.

Responsibilities

  • Assist in drafting and reviewing technical specifications, system integration documents, and engineering drawings in support of acquisition requirements.
  • Review and summarize documentation and data artifacts in a variety of Government systems in support of same.
  • Contribute to Contract Deliverables (CDRLs), Requests for Proposals (RFPs), and milestone review documentation (PDR/CDR/TRR).
  • Evaluate proposals for technical and contractual compliance.
  • Support the development of reports, issue papers, and meeting minutes for stakeholder briefings.
  • Interface with prospective vendors in support of market research and related efforts and selected vendors post-award in support of contract management.
  • Ability to integrate data from multiple sources into centralized spreadsheets to support budgetary planning and internal reporting, primarily in relation to technical analysis work being performed.
  • Support development of cost estimates for labor, materials, and lifecycle sustainment.
  • Ability to navigate a master schedule system in MS Project or similar tools.
  • Utilize multiple streams of information to make informed decisions regarding technical analysis.
