The Leidos Intelligence Sector is seeking an experienced Joint Target Intelligence Analyst - Senior, to support the USCYBERCOM J2 mission, to provide comprehensive joint target intelligence (JTI) support—encompassing target system analysis, joint target development, target list management, and combat assessment—in accordance with Joint Publication (JP) 3-60, JP 3-12, and applicable Chairman of the Joint Chiefs of Staff Instructions (CJCSI). The analyst will further assist with JTI support to dynamic targeting, joint target enterprise management, and training for USCYBERCOM staff, sub-unified commands, and components. Responsibilities include developing training materials, conducting on-the-job training (OJT), and maintaining enterprise readiness, automation, and standardization across joint targeting efforts. Requirements

  • Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
  • Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor’s degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master’s degree. Additional years of experience may be considered in lieu of degree.
  • Targeting certification and experience required.
  • Active DoD TS/SCI with Polygraph required. We are not able to sponsor the clearance requirement.

  • Deep familiarity with USCYBERCOM organizational structure and mission.
  • Joint or Service Qualifying Targeting School (JTS, CTC, etc).
  • Additional relevant experience at USCYBERCOM, CMF, other combatant command or component J2/JIOC or IC.
  • Additional targeting, fires, planning, systems experience or education/training, particularly related to cyberspace operations.

Responsibilities

  • Provide joint target intelligence, including in-depth target system analysis, development of joint target lists, ongoing target management, and combat assessment in accordance with JP 3-60, JP 3-12, CJCSI 3121.01, CJCSI 3122.06, CJCSI 3160.01, CJSCI 3370.01, and CJCSI 3162.02.
  • Assist with JTI support to dynamic targeting, offering expert insight on procedures and requirements aligned with JP 3-60 and in support of optimal enterprise targeting management.
  • Support joint target enterprise management functions, including the coordination of training, automation, standardization, exercise planning/coordination, and readiness assessments for USCYBERCOM and subordinate elements.
  • Develop and deliver joint target intelligence training materials; provide on-the-job training (OJT) to government civilian, military, and contractor personnel as required.
  • Coordinate joint targeting intelligence efforts across the command and its components, as well as with other Combatant Commands, the Joint Staff, the Military Targeting Committee, and the broader Intelligence Community.
  • Recommend updates and changes to joint target intelligence policy to command leadership and staff.
  • Submit all-source intelligence production requirements, respond to intelligence requests for information, and conduct evaluations of intelligence reports to support targeting activities.
  • Produce joint target intelligence materials, including but not limited to: Target System Analysis (TSA), Electronic Target Folders (ETFs), target graphics, and Battle Damage Assessments (BDA).
  • Effectively utilize intelligence tools such as National Production Workshop (NPW), Machine-assisted Analytic Rapid-repository System (MARS), MAVEN, WARPATH, Joint Cyber Command and Control (JCC2), and Joint Targeting Toolbox Capabilities Package (JTT-CP).
  • Adhere to Office of the Director of National Intelligence (ODNI) and Defense Intelligence Agency (DIA) all-source intelligence analytic tradecraft standards, including but not limited to ICDs 203, 206, 208, and 209.
  • Support intelligence staff functions, including the creation, management, and coordination of responses to formal staff packages; provide subject matter expertise in intelligence requests, operational and planning meetings, joint targeting working groups, and coordination boards.
