About The Position

Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today, Lao Family has expanded its operations and service footprint to two additional counties, including Alameda and Sacramento. LFCD’s headquarters office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of workforce, education, and human service that directly support predominantly low-income US born high barrier families and individuals, refugees, immigrants, transitional age youth, seniors, and other special populations such as individuals with disabilities. Job Summary: LFCD is looking for a qualified candidate to provide employment support services to California Work Opportunity and Responsibility to Kids (CalWORKs), General Assistance (GA), CalFresh, and Work Experience/Community Service (WEN/CS) recipients in unsubsidized/subsidized employment, dependent upon effective relationship-building with both local employers and all AJCC and Business Centers. The Job Coach will be required to promote the understating of the program, build relationships with funders and partners to increase the number of referrals to the program. The candidate will work closely with on-site Career Coach staff to provide Welfare-To-Work activity services as needed. The position duties include orientation, outreach, and recruitment for employers, intake-assessment, workshops, development of individual employment plan (IEP), WTW Plan, case management, on the job training, job placement, follow up, and retention services. Program activities and outcomes include long-term career advancement for each participant, understanding of hiring and business development needs of each employer, and learn the compliance requirements of funders. This position will directly report to the Site Supervisor.

Requirements

  • Bachelor’s degree or equivalent required in social work, psychology, or related field is highly desired, and at least 2-3 years of experience doing similar work OR must have at least 4 years of experience facilitating workshops; bilingual is highly preferred.
  • Must be enthusiastic, client-centered, creative, dedicated, organized, and motivated to work with low-income people with multiple barriers to employment, diverse ethnic and social backgrounds.
  • Ability to work effectively under pressure, have strong time management skills, and be able to work independently and work well in a team with other staff members.
  • Excellent written and spoken communication skills, including making group presentations and facilitating workshops.
  • Understand, explain, and apply complex local, state, and federal regulations, policies, and procedures.
  • Working knowledge of effective case management techniques. Knowledge of human services needs of the local job market is a plus.
  • Proficient in computer skills in Microsoft Office, database management, and different web browsers.
  • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire; must pass background check.
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit and work on the computer; use hands to handle or feel and talk or hear; moving objects up to 25 pounds.

Responsibilities

  • Build confidence, readiness, and emotional health of participants to address barriers towards stabilizing life and work situations. Plan, organize, and conduct Peer Support Groups and conduct one-on-one or group client sessions. Identify and cultivate employment opportunities and ongoing relationships with a wide range of employers,s with a special focus on the hiring needs of employers in the competitive labor market.
  • Lead employability workshop for program participants attending either Job Club or any component of the Work Experience program. Workshops are to focus on the skills and knowledge that a participant will need to find a job and succeed in the world of work. Workshops will incorporate numerous opportunities for participants to partake in individual and group class discussions, presentations, and experiential exercises. Design workshops to accommodate participants with a wide range of reading and math levels and abilities,s introducing virtual platforms to expand the participants’ knowledge of pursuing employment.
  • Keep track of daily participants’ activities, input data, update daily log and job activities into internal database system CalSAWS (County web-based system); maintain record of new enrollments; navigate the database to access and audit participants’ roster and complete other program activities. As needed, complete the Online CalWORKs Appraisal Tool (OCAT) for newly enrolled participants. OCAT includes a comprehensive screening for barrier identification and a detailed explanation of available services.
  • Coordinate with the Career Coach staff to recommend candidates for job openings. Provide weekly updates to the team on standard policy and procedures of individual conduct in the classroom and resource center, and create and organize confidential client files, including intake and session documentation.
  • Plan and coordinate with career coaches bi-monthly event for participants to engage in off/on-site events such as field trips to Employer’s facility, virtual website visits of Employer’s business operations, classroom webinars, virtual job fairs, and career events that are current in the Bay Area.
  • Assist the individual in developing a resume, cover letter, and individual employment plans; identify participant needs to determine appropriate job interest and job match to secure job placement, and work collaboratively with the team and other office staff to provide interim support and coverage. Meet with walk-in clients, as needed. Attend office meeting and provide suggestions and feedback on the program process and procedure.
  • Must attend training and obtain certification as required by the program or agency, and maintain ongoing training to keep the certifications up-to-date. Be able to travel to LFCD satellite locations to perform some of the responsibilities listed above. The frequency may fluctuate depending on projects on hand. Will be required to attend offsite collaborative meetings, services at the partner’s office, and to attend professional development training. Participate in an ad hoc committee to help the organization accomplish and maintain short-term and long-term goals from the organization’s strategic plan.
  • Be knowledgeable of the agency’s mission, vision, core values, and strategic plan. Join different agency initiatives to improve program and service quality and to help accomplish the agency's strategic plan’s goals and objectives, and other duties as assigned by the Site Supervisor or Program Manager.
