About The Position

The Jetport Director is responsible for planning, organizing, and directing the operations of Harnett Regional Jetport, ensuring compliance with federal, state, and local regulations. This role involves overseeing airport functions, managing staff, and serving as a liaison with various agencies. The Director is tasked with promoting economic development, managing budgets, and ensuring safety and efficiency in airport operations.

Requirements

  • Bachelor's degree in Aviation Management, Business Administration, or Public Administration.
  • Five years of executive, professional level airport management experience.
  • Possession of a valid North Carolina driver's license.
  • Completion and passing of the National Air Transportation Association (NATA) Professional Line Service Training (PLST) program within one year of hire.
  • Any additional airport management accreditation preferred but not required.

Nice To Haves

  • Knowledge of engineering design of roads, runways, taxiways, fuel installations, and other utilities.
  • Knowledge of federal grant assurances and compliance.
  • Knowledge of flight zoning, aviation easements, leases, fire codes, and environmental laws that apply to airports.

Responsibilities

  • Direct department operations to achieve goals with budgeted funds and available personnel.
  • Serve as the liaison between the Engineer of Record and NC Department of Transportation/Division of Aviation for airport projects and grant funding opportunities.
  • Plan and organize short-range and long-range goals with the Assistant County Manager on special projects and public activities.
  • Provide managerial leadership and select, supervise, and evaluate staff.
  • Conduct performance evaluations and initiate and implement disciplinary actions as warranted.
  • Resolve grievances and other confidential personnel matters.
  • Provide training and motivation to staff to meet changing system demands.
  • Provide airport management on-call seven days a week for various events.
  • Determine and plan current and potential program needs, making recommendations for development and expansion of facilities.
  • Promote economic development and business expansion at the airport.
  • Initiate and conduct negotiations with prospective tenants and users of the airport facilities.
  • Establish policies, procedures, and performance standards for airport operations.
  • Prepare the department budget based on staffing and resource requirements.
  • Monitor and document expenditures to ensure compliance with the approved budget.
  • Coordinate department services with other departments and governmental agencies.
  • Represent the County in conferences with the Federal Aviation Administration and other agencies.
  • Direct the resolution of inquiries, complaints, problems, or emergencies affecting services.
