The Jay Van Andel Senior Policy Analyst in Trade Policy is responsible for examining and communicating the impact of trade levels, tariffs, and trade agreements on American well-being—with a particular sensitivity to U.S. exposure to threats from foreign adversaries, especially the People’s Republic of China. This position requires a thorough familiarity with Section 301 of the Trade Act of 1974, Section 232 of the Trade Expansion Act of 1962, Section 337 of the Tariff Act of 1930, and the International Emergency Economic Powers Act (IEEPA) (50 U.S.C. § 1701–1708) among other relevant trade laws. The position requires comprehensive understanding of all trade-related executive orders, presidential memoranda, and pending trade legislation. The Senior Policy Analyst must have a command of free market economic theory and be able to discern and analyze the economic effects (e.g., labor, GDP, inflation) and non-economic effects (e.g., social, cultural, national security, familial) of tariffs and non-tariff barriers. The Senior Policy Analyst strengthens Heritage’s reputation in the conservative movement by producing scholarly research, policy papers, commentary, and op-eds, testifying before government bodies, frequent public speaking and media engagements, and by participating in and leading private meetings and conferences concerning trade policy.
