About The Position

Performs advanced managerial work providing direction and guidance in strategic operations and planning for the Network Branch within the Infrastructure Section. Work involves directing the activities of the team through establishing a plan with goals and objectives, principles, standards, and measurement tools used to determine the progress in meeting goals, coordinating, and evaluating team activities. Manages a team of professional and technical employees. Oversees and coordinates the work of FTEs, Staff Aug, and vendor partners. Responsible for developing and executing short- and long-term strategic plans to ensure network capacity, reliability, scalability, and security needs are met now and into the future. Conducts research and recommends changes in services, products, protocols, and standards to support development efforts and network procurements. Define software and hardware standards in collaboration with stakeholders and owners. Ensures appropriate security levels on network are maintained. Oversees operational costs, conduct near and long-term financial estimates for expanded functionality and user base. Reports to the Infrastructure Section Director. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's Degree in Computer Science, Management Information Systems or related. Relevant work experience may be substituted for degree on a year per year basis.
  • 5 years of experience in network operations. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
  • Valid driver’s license. This position requires driving a state vehicle.
  • Extensive knowledge of Communications engineering standards, web and network access technologies, computer office software suites
  • Knowledge of servers, storage, desktop systems, network and VOIP hardware/software, security and office systems

Responsibilities

  • Analyzes existing system procedures for efficiency and effectiveness.
  • Manage MDF and IDF maintenance programs and ensure schedule is adhered to and coordinated with production requirements and Data Center objectives.
  • Obtains and reviews vendor bids for support and repairs; determines appropriate vendor, ensures vendor adheres to quality, scheduling, budgetary guidelines, policies, procedures and standards.
  • Establishes methods and procedures for work activities; identify and resolve operational problems; and communicate expertise and approval concerning activities.
  • Ensures audit and compliance reviews by implementing processes and procedures.
  • Participates in strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future technology across the organization.
  • Establishes Operational IT department goals, objectives, and operating procedures.
  • Participate in the development, maintenance and execution of an enterprise-wide disaster recovery and business continuity plan.
  • Identifies opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources.
  • Participates in the development, tracking, and control the information technology annual operating and capital budgets.
  • Promotes and oversees strategic relationships between internal IT resources and external entities, including vendors and partner organizations.
  • Approves, prioritizes, and controls projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems.
  • Supervises professional and technical staff.
  • Manages and establishes priorities for maintenance, design, development, and analysis of network equipment & systems.
  • Conducts research and recommends changes in services, products, protocols, and standards to support development efforts and network procurements.
  • Directs the day-to-day activities of network management and associated functions, with a focus on quality of services provided by these functions.
  • Assures service management for network management, and third-party service providers.
  • Coordinates with data center services (DCS) third-party vendor and leads, directs, and utilizes knowledge on best practices in area related to network.
  • Performs other job responsibilities as assigned.
