About The Position

The State Of Nebraska Office of the Chief Information Officer is currently seeking a IT Security Engineer III to join their Cybersecurity team. This role performs advanced cybersecurity analysis work. Work involves protecting cybersecurity assets and delivering cybersecurity incident detection, incident response, threat assessment, cyber intelligence, software security, and vulnerability assessment services, as well as supervising the work of others. Works under minimal supervision with extensive latitude for initiative and independent judgment. Positions within this level may be assigned supervisory responsibilities.

Requirements

  • Bachelor’s degree in computer science or a related field in information technology is required along with five years of relevant work experience
  • or alternatively, an associate's degree with eight years of relevant work experience in an IT function related to the position.
  • This experience must include information security or a related IT field, such as IT support or system administration.
  • Regular and Reliable attendance is required.
  • Knowledge of: principles, practices, and procedures of information technology services and security.
  • Must know applicable state and federal laws, rules, regulations, and statutes, along with IT Security principles and frameworks such as NIST, CIS, or ISO.
  • Knowledge of common attack vectors, threats, and vulnerabilities.
  • Understanding of network, system, or application security.
  • Understanding of regulatory compliance and cyber risk management.
  • Knowledge of the limitations and capabilities of computer systems and technology; technology across all mainstream networks, operating systems, and application platforms; operational support of networks and operating systems.
  • Skills in: Communicate ideas and instructions clearly and concisely and coordinate with other staff, departments, officials, agencies, organizations, and the public if necessary-analytical and Problem-Solving related to security risks, identifying potential threats, triaging alerts, and recommending mitigations.
  • Someone must have technology skills in using applicable software and configuring, deploying, monitoring, and automating security applications and infrastructure to resolve complex information security issues.
  • Skill in reviewing technical data and preparing technical reports.
  • Ability to: Work independently to resolve complex security issues in diverse and decentralized environments utilizing the knowledge of principles, practices, and procedures of information technology services and security
  • to plan, develop, monitor, and maintain cybersecurity and information technology security processes and controls
  • to communicate effectively.
  • Must have the ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers and internal and external customers.

  • Hands-on experience with security tools, including firewalls, antivirus software, SIEM tools, or other cybersecurity and compliance tools.

Responsibilities

  • Oversees the planning, implementation, and monitoring of the cyber security program areas they are responsible for; oversees the design and deployment of security infrastructure and manages program activities for program areas they are responsible; and ensures compliance with laws, industry standards, and state cybersecurity and risk management policies, standards, and guidelines.
  • Advises management of violations, deficiencies, and potential cybersecurity risks; researches, evaluates, and recommends systems and procedures for preventing, detecting, containing, and correcting data security breaches.
  • Regulates and reviews user access and develops and recommends plans to safeguard computer information.
  • Participates in developing information technology disaster recovery and business continuity planning and confers with users regarding computer data access needs, security violations, and programming changes.
  • Trains users and promote cybersecurity awareness to ensure systems security and to improve server and network efficiency.
  • May assist with supervising the work of others.
