About The Position

The IT SCADA Manager will be responsible for planning and organizing various duties in the administration, development, modification, operation and support of the City's SCADA (Supervisory Control And Data Acquisition) System to ensure effective monitoring and control operations of remote gas, water and wastewater collections facilities. Consult with staff, end user and vendors to facilitate upgrades as well as solve and correct problems that may occur. Coordinate and manage various special and recurring projects Monitors work, evaluate performance, train, counsel, coach, and instruct employees in order to meet established goals and objectives Perform the installation and repair of SCADA computer equipment. Assess the need for repair, replacement and upgrade of SCADA hardware and operating system software to include changes to memory, disk space, WAN connectivity, and processing speed. Ensure proper and complete back up of SCADA data files. Install, evaluate and thoroughly test modifications of software in a test environment prior to placement in service. Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies. Develop, update, and maintain system and user documentation and manuals, including standard operating procedures and technical guides. Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures. Ensure continuity of the water treatment, water distribution, wastewater collection and wastewater treatment system operations. May be asked to perform other duties as assigned.

Requirements

  • Requires a Bachelor's degree
  • Minimum of three (3) years of related experience
  • A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
  • Criminal Justice Information Services (CJIS) Security clearance is required
  • A combination of education and pertinent experience may be considered

Nice To Haves

  • Experience with SCADA and HMI applications highly preferred
  • Experience with water treatment and distribution highly preferred
  • Experience with process automation communication protocols such as Modbus and OPC highly preferred
