About The Position

The position involves providing expert analysis and advice on software requirements, collecting input and feedback from client stakeholders, end-users, and administrators. The role includes prioritizing and writing software requirements for government funding requests and software development release/version planning. The individual will also oversee the work of Development Contractors, ensuring that requirements are transformed into user stories within the Agile management framework, while not providing unauthorized direction. The position requires informing the Program Manager (PM) of any incidents or performance issues with Contractors and providing feedback and recommendations on user stories and acceptance test criteria. Additionally, the role involves verifying that user stories are correctly implemented during development and advising on the prioritization of release/version and product backlogs.

Requirements

  • Business analysis experience from requirements gathering to requirements management.
  • Experience using Agile development methodologies and strategies.
  • Experience managing/supporting requirements gathering/collection for software development.
  • Project management and/or project support/Program Management Office (PMO) experience.
  • Knowledge of Software/Systems Development Lifecycle and Lifecycle Management (LCM).
  • Minimum 2 years of experience transforming requirements into user stories within an Agile management framework.
  • Active Top Secret Security Clearance.
  • Program Management Professional (PMP) Certification.
  • Scrum Master Certification.
  • Experience with DNA and biometrics for human identification.
  • Demonstrated experience applying Certified Scrum Professional (CSP) skills.
  • Demonstrated experience with database development and operation.
  • Demonstrated experience working with Microsoft suite tools such as Word, Excel, PowerPoint; Azure DevOps; MS Project; and SharePoint.
  • Knowledge of Software/Systems Development Lifecycle and Lifecycle Management (LCM).
  • Demonstrated experience working with Microsoft Test Manager, Specification Flow (SpecFlow), or other software testing applications and tools.
  • Demonstrated experience with software development coding such as C#, XML, C++, .NET, SQL, or others.

Responsibilities

  • Provide services and advice in the prioritization and writing of software requirements used in government funding requests and software development release/version planning.
  • Provide services and advice to the government in its daily oversight of other Development Contractors.
  • Inform the Program Manager (PM) of a negative or positive incident/performance of Contractors.
  • Provide services and advice in developing and providing user-story feedback and approval recommendations.
  • Observe and provide advice to the PM in the determination of user-story acceptance test criteria (ATC).
  • Provide verification to the PM that user stories are correctly implemented during release/version development.
  • Provide advice/recommendations to the PM in the prioritization of the release/version and product backlogs.
  • Provide technical consultation, analysis, and recommendations regarding Tier III Contractor(s) support.
  • Provide technical advice for Development and Accreditation Configuration Control Boards (CCBs) agenda items.
  • Provide technical advice for Government Acceptance Testing (GAT) when requested by the PM.
  • Provide services and advice in the review, feedback, and approval recommendations for assigned deliverables.
  • Provide services and advice in the identification, evaluation, monitoring, and resolution of program risks and issues.
  • Provide services and advice in preparing future program procurements, including gap analyses.
  • Attend local meetings and conferences as required.
  • Travel to attend meetings and conferences when directed by the COR.
  • Prepare and provide technical presentations on assigned topics within defined timeframes.
  • Participate in the Continuity of Operations Plan (COOP) exercises in appointed roles.
  • Manage teams of employees and subcontractors in support of government client contracts.
