About The Position

The IT Project/Portfolio Manager position at the City of Tucson supports both day-to-day project delivery and portfolio coordination. This role focuses on managing multiple technology projects from initiation through completion, while also assisting with the administration and tracking of the City’s project portfolio management activities. The position works closely with technical staff and business partners to coordinate tasks, monitor progress, and ensure projects are delivered on time, within scope, and in alignment with established standards. Strong organizational skills, practical technical knowledge, and clear communication are essential for success in this role. Work is performed under the supervision of the IT Manager. This position does not supervise.

Requirements

  • Education: Bachelor's Degree
  • Experience: Three (3) years of relevant experience
  • Any combination of relevant education and experience may be substituted on a year-for-year basis.
  • A valid and unrestricted driver’s license with two (2) years of licensed driving is required.

Nice To Haves

  • 5 - 10 years of project management experience, preferably in a public sector or government environment
  • Project Management Professional (PMP) or equivalent.
  • Certified Associate in Project Management (CAPM) or equivalent.
  • Scaled Agile Framework (SAFe) or equivalent.
  • 2-4 years experience in organizational change management

Responsibilities

  • Leads multiple technology projects from inception to completion, ensuring successful delivery of solutions to meet stakeholder needs and organizational goals. Responsibilities include defining project scope, objectives, and deliverables in collaboration with stakeholders, developing project plans with timelines, milestones, resource allocations, and managing project budgets to ensure cost-effective delivery. The Project Manager (PM) proactively identifies and mitigates risks, resolves issues that arise during execution, and maintains clear communication with all stakeholders.
  • Establishes, implements, tracks and measures Project Portfolio Management (PPM) methodologies and practices. Key responsibilities include lifecycle definitions and creating evaluation criteria to select and prioritize projects. Conducts ongoing portfolio optimization by establishing performance metrics and strategic alignment to recommend continuation, modification, or termination of projects. This includes alignment with the City’s strategic objectives.
  • Participates in the development and maturation of the Project Management Office (PMO). Ensures PMO processes and methodology are understood by internal and external stakeholders by practicing those standards and clearly communicating the portfolio and project processes. Evaluates and refines project lifecycles and performance metrics across the city's portfolio, adjusting processes to meet evolving organizational needs. Recommends improvements to enhance efficiency, transparency, and integration across projects and systems, including gate criteria and success measures.
  • Communicates regularly with all stakeholders. Provides regular, clear status updates to a wide range of technical and non-technical stakeholders. Consistently updates and reports project progress, issues, financials, and adjusts all as necessary. Provides project management service by collaborating with cross functional teams. Identifies and secures necessary resources, tools, and technologies. Serves as liaison between the IT department, various municipal departments and vendors. Identifies risks to the project's success and develops strategies to mitigate. Identifies enterprise and portfolio risks within assigned projects and escalates. Participates in enterprise risk management activities. Performs all other duties and tasks as assigned. All duties and responsibilities listed are subject to change.
