About The Position

We are seeking a Senior IT Project Manager to support a high-visibility Legacy Analytics Modernization initiative within a large public-sector environment. This role will play a critical leadership function in migrating legacy analytics and reporting platforms to modern data management and analytics solutions. This position requires a seasoned project management professional who brings deep experience across the Project Management Lifecycle (PMLC) and Software Development Lifecycle (SDLC) , demonstrates strong executive-level communication skills, and can independently manage complex, multi-stakeholder initiatives. The selected candidate will work onsite in Austin and report directly to the IT Data Analytics Support Director . This is a senior-level role requiring eight or more years of progressive IT project management experience. The successful candidate will rely on professional judgment and prior experience to plan, execute, and deliver complex initiatives with minimal oversight. A high degree of creativity, autonomy, and leadership latitude is expected.

Requirements

  • 8+ years of IT project management experience
  • 8+ years of experience in the IT industry, including at least 5 years supporting one or more of the following: Data management solutions such as data warehouses or data lakes Data analytics and business intelligence platforms Web-based application development (J2EE) or SOA-related environments
  • 8+ years of experience producing clear, concise project documentation
  • 8+ years of experience managing teams through task assignment, mentoring, facilitation, and training
  • 8+ years of experience monitoring project progress using formal risk management practices
  • 8+ years of experience providing executive-level updates on project status, issues, and risks
  • 8+ years of demonstrated expert problem-solving and issue resolution skills
  • 8+ years of end-to-end experience across PMLC and SDLC
  • 8+ years of experience managing project budgets and financial tracking
  • 8+ years of experience leading Agile project sprints and ceremonies
  • Active PMP certification (minimum 3 years)
  • Excellent verbal and written communication skills

  • Prior experience in the Healthcare industry , particularly within public health environments

Responsibilities

  • Lead all aspects of assigned IT projects, including scope definition, planning, budgeting, execution, monitoring, documentation, and closeout
  • Establish and maintain detailed project roadmaps, timelines, milestones, and resource plans to ensure on-time and on-budget delivery
  • Oversee day-to-day project operations, including Agile ceremonies such as sprint planning, backlog grooming, daily scrums, reviews, retrospectives, and Kanban workflows
  • Collaborate seamlessly with IT leadership, business stakeholders, federal partners, and vendor teams to ensure alignment with state and federal standards
  • Partner closely with the Office of the Chief Data Architect and the Office of Data Analytics & Performance to support Access & Eligibility Services reporting modernization
  • Maintain consistent, transparent communication with leadership regarding project progress, risks, dependencies, and issues
  • Develop and publish all required project management deliverables in compliance with DIR Project Delivery Framework standards
  • Ensure all project activities adhere to applicable state, federal, and agency policies and regulations
  • Track full project budgets, monitor expenditures, and enter actual costs into designated project tracking tools
  • Support or lead procurement activities, including development of RFPs that clearly define scope, deliverables, and vendor expectations
  • Coordinate vendor assessments and oversee outsourced project components when applicable
  • Manage vendor relationships and performance in alignment with project objectives
  • Identify project risks early and coordinate mitigation strategies with leadership and stakeholders
  • Effectively manage resources in a mixed functional and matrixed environment
  • Ensure quality standards are met throughout the project lifecycle
  • Support the development of federally approved IAPDs to obtain matching federal funds for project initiatives
  • Align project strategy with long-term data integration and analytics objectives under the Data Management Framework
  • Perform all other duties as assigned
