About The Position

The IT Project Manager is responsible for planning, executing, and delivering technology initiatives that support a CMS program. This role manages the technical components of the program, including learning platforms, system integrations, cloud environments, security, data, and operational support. The IT Project Manager ensures that technology solutions are delivered on time, securely, and in alignment with CMS governance, compliance, and performance requirements.

Requirements

  • 8+ years of experience managing IT projects in federal or highly regulated environments.
  • Experience with: 1. Cloud platforms (Azure, AWS, or similar) 2. LMS or enterprise application platforms 3. Systems integration and data exchange 4. DevSecOps and CI/CD pipelines
  • Strong knowledge of federal IT governance, security, and compliance.
  • Proficiency with PM frameworks (PMBOK, Agile, or hybrid) and project management tools.

Nice To Haves

  • Experience supporting CMS, HHS, or healthcare programs.
  • Experience modernizing training or learning systems.
  • Familiarity with learning analytics and reporting platforms.
  • Experience with identity and access management integration.

Responsibilities

  • Develop and manage detailed project plans for IT initiatives supporting ISTP, including LMS modernization, system integrations, cloud migration, and platform enhancements.
  • Coordinate schedules, milestones, and deliverables across developers, engineers, security teams, and vendors.
  • Track scope, schedule, cost, risks, and dependencies; resolve or escalate issues as needed.
  • Oversee configuration, enhancement, and sustainment of learning platforms, LMS, and collaboration tools.
  • Manage integrations with CMS enterprise systems, identity management, data platforms, and reporting tools.
  • Ensure system availability, performance, and scalability to support national training operations.
  • Ensure alignment with CMS, HHS, and Federal IT requirements, including EPLC, FISMA/RMF, privacy, and Section 508.
  • Coordinate security assessments, ATO activities, vulnerability management, and continuous monitoring.
  • Manage change control, release management, and configuration management processes.
  • Guide DevSecOps practices, including CI/CD pipelines, automated testing, and secure deployments.
  • Ensure infrastructure and applications follow Infrastructure-as-Code and cloud best practices.
  • Coordinate environment management across dev/test/prod.
  • Serve as the primary day-to-day technical point of contact for assigned projects.
  • Facilitate technical working sessions with CMS IT, security, and business stakeholders.
  • Manage subcontractor and vendor technical performance.
  • Provide technical status reporting, dashboards, and briefings.
  • Track labor and costs for technical work and support accurate invoicing.
  • Support forecasting and resource planning for IT initiatives.
