About The Position

The IT Project Manager II provides technical leadership and oversight for the modernization of the Office of Technology Management’s (OTM) intellectual property database and reporting systems. This role is responsible for directing the full project lifecycle—from requirements definition to final implementation, ensuring that new systems align with OTM’s strategic goals while being delivered within scope, budget, and schedule. Operating under minimal supervision, the incumbent builds consensus across a diverse stakeholder landscape and manages external vendor relationships to navigate complex technical transitions. While the primary focus is on system transformation and technical project management, the role also provides interim administrative support and functional oversight for the OTM Salesforce CRM environment. The IT Project Manager II leverages deep experience and independent judgment to provide structure to technical ambiguity, facilitate project execution across departments, and ensure long-term system continuity and data integrity.

Nice To Haves

  • Professional Longevity: Seven years or more of experience in IT, with at least three years specifically within a University, Legal Tech, or Research-intensive environment.
  • Domain Expertise: Prior experience in a Technology Transfer Office or Intellectual Property (IP) management environment is highly desirable.
  • System Modernization: Proven track record of successfully leading at least one major CRM or Enterprise database implementation/migration (e.g., Salesforce, Workday, or proprietary IP systems).
  • Technical Stewardship: Experience with Data Migration & ETL tools (e.g., Informatica, MuleSoft, or Dataloader.io) and Business Intelligence (BI) platforms such as Tableau or Power BI.
  • Institutional Knowledge: Experience navigating the complexities of a large, consensus-driven enterprise or higher education institution.

Responsibilities

  • Stakeholder and Customer Engagement: Develops and communicates project goals, responsibilities, expectations, risks and feedback with all parties in a timely manner. Creates and executes project communication plans. Sets and manages customer and stakeholder expectations specific to the project. Communicates project direction, approach, priorities, events and status to all project resources and business sponsors. Builds working relationships with team members, vendors and other departments involved in the projects. Influences decision-making on projects; works with key stakeholders, sponsors and senior management to secure acceptance and approval of deliverables.
  • Project Analysis and Planning: Analyzes and selects appropriate project management methodologies to develop plans, assign roles and responsibilities, manage tasks and deliverables, authors improvements to methodologies. Develops project charter, budget and work breakdown structure (WBS) and other required components of the project plan (change management plan, scope management plan, cost management plan, risk management, procurement management plan, stakeholder management plan, communications management plan, quality management plan, human resource management plan).
  • Project Execution, Monitoring and Control: Tracks and monitors project health utilizing standard metrics for schedule, scope, budget and stakeholder engagement; Tracks actual results to plan and analyze impact to report status: takes corrective action. Manages execution of project plans to support the ongoing needs of the IT department’s customers. Assures all necessary project deliverables are completed according to specification in the quality plan. Assigns work to project team and coordinates resources. Manages the stated scope and requirements assuring project changes are highlighted, understood and approved by the project sponsor. Relies on extensive knowledge and professional discretion to achieve goals. Assesses and mitigates project risks and issues; engages project team to identify and resolve problems. Manages project procurements and external service providers. Schedules and facilitates meetings related to projects. Manages project closeout activities.
  • Project Leadership: Lends expertise to teams and task forces. Leads and motivates project team to meet specific deadlines while meeting customer satisfaction expectations. Coordinates and facilitates lessons learned sessions for all projects, identifying opportunities for continuous improvement. Ensures project team(s) effectively utilize internal project management process and documentation standards. Actively participates and contributes to PM Community of Practice. Mentors and coaches junior team members.
  • Project Financial Management: Collaborate with Project owner to develop project budget. Manages project costs and forecast to budget. Identifies and manages budget risk. Mentors and coaches junior team members.
  • Systems Support: System Administration: Manage the day-to-day operation, maintenance, and enhancement of the Salesforce CRM and related IP management software (Cayuse Inventions, Tradespace, E-Lucid).
  • Process Improvement: Collaborate with IT management and internal developers to streamline processes, enhance data integrity, and reduce administrative burden. Identifies opportunities for operational efficiency through workflow analysis and system process mapping to optimize team productivity.
  • Other Duties as Assigned: Contributes to special projects and office-wide initiatives while providing flexible support for evolving departmental needs.
