About The Position

As Ohio’s Secretary of State, Frank LaRose is doing his part to deliver a thriving democracy and a prosperous economy for all Ohioans. In his role as the state’s chief elections officer, he is working to ensure that Ohio’s elections are both secure and accessible. And, as the first stop for new businesses in the Buckeye State, he is assisting entrepreneurs as they receive articles of incorporation for a new business. Under the direct supervision of the Manager, Project Management Office, the IT Project Manager 2 manages and oversees complex projects, involving internal and external entities, covering all phases of project management. The role includes direct coordination with senior executives, local political entities (county, city), and other stakeholders to ensure successful project outcomes. This position emphasizes compliance, risk management, procurement processes, and delivering project deliverables on time and within scope. The IT Project Manager 2 also handles escalations, resource allocation, and complex project issues across organizations and agencies.

Requirements

  • Bachelor’s degree in business administration, public administration, computer science/information technology, or a related field.
  • Minimum of 3 years of project management experience, including managing complex projects with multi-phase implementation and experience in leading projects that involve external agencies/entities.
  • Strong knowledge of advanced project management methodologies and processes.
  • Excellent written and verbal communication skills, with experience communicating with executive-level stakeholders.
  • Leadership experience managing multi-disciplinary teams.
  • Proven ability to manage complex project risks and escalations.
  • Knowledge of procurement processes and compliance regulations.
  • Personal computing; Microsoft Office 365 – Word, Excel, PowerPoint, Outlook; collaborative technology like Teams, SharePoint and project planning software.

Nice To Haves

  • Project Management Professional (PMP) Certification or equivalent.
  • 12 months experience in budgeting, cost projection, and managing high-value projects.
  • Experience working in public administration or managing projects in a public sector environment.

Responsibilities

  • Manage Complex Projects: Leads high-level projects involving external agencies/entities and manages coordination between various stakeholders. Ensures compliance with policies, timelines, and escalates issues when needed.
  • Define Project Requirements: Establishes clear project deliverables, timelines, and quality standards. Evaluates and mitigates risks to maintain project momentum.
  • Stakeholder Management: Interviews and regularly consults with stakeholders, including senior executives and local political entities, to ensure their needs are met. Acts as the liaison between internal teams and external agencies.
  • Resource and Budget Management: Oversees resource allocation and budgeting for projects. Assists in procurement processes, including bid evaluation and contract negotiations.
  • Risk Mitigation and Problem-Solving: Identifies, evaluates, and proactively addresses project risks. Develops innovative solutions to complex challenges.
  • Supervision: Provides direction and supervision to professional, technical, and/or administrative staff assigned to the project.
