MetaPhase is seeking an IT Program Manager to lead the planning, execution, and management of complex mission critical IT programs for our federal clients. This role will oversee contract support operations across multiple projects and locations, ensuring smooth coordination of teams, client engagement, and delivery of mission-aligned outcomes. The Program Manager will also serve as a critical liaison between technical teams, senior leadership, and stakeholders, helping shape the structure and strategy of client delivery.

Requirements

  • Active Top Secret Clearance.
  • Bachelor's degree in IT, Business, or related field.
  • PMP certification required.
  • Minimum of 12 years of total IT experience, including 8+ years in IT and/or telecommunications system management.
  • Proven experience in leading multi-project, multi-location federal IT programs.
  • Exceptional verbal and written communication skills.
  • Demonstrated experience working with federal clients and managing stakeholder relationships.
  • Ability to direct and restructure contract support activities as needed for optimal performance.

Nice To Haves

  • Experience leading IT modernization programs with 50+ FTEs in federal law enforcement and national security agencies such as the DOJ, FBI, US Marshals Service, and DHS .
  • Knowledge and experience with microservice-based architectures and cloud-based technologies .
  • Experience with Agile project management or SAFe frameworks.
  • Agile certifications including Certified Scrum Master, SAFe Practioner , or SAFe Scrum Master .
  • Master’s degree in a related field.
  • Experience managing subcontractors in a prime contract setting .

Responsibilities

  • Lead the planning, execution, and governance of large-scale federal IT programs using SAFe and Agile delivery models, coordinating multiple teams, and technical workstreams.
  • Partner with Solution Architects, System Architects, Product Management, and Release Train Engineers to ensure alignment across architecture, backlog prioritization, dependencies, and delivery outcomes.
  • Oversee day-to-day program execution, proactively managing cross-team dependencies, technical risks, capacity constraints, and integration challenges in complex federal environments.
  • Drive execution of the Scaled Agile ceremonies , including Program Increment (PI) Planning, Inspect & Adapt, system demos, and continuous improvement activities.
  • Establish and maintain program-level governance, metrics, and dashboards (e.g., delivery predictability, velocity, burn-up, quality, and risk indicators) to provide transparency to government stakeholders and senior leadership.
  • Serve as the primary technical and delivery liaison to federal client leadership, enabling informed decision-making on scope, schedule, risk, and trade-offs.
  • Ensure delivery of secure, compliant solutions by coordinating across DevSecOps , security, infrastructure, and operations teams, supporting ATO, continuous monitoring, and federal compliance requirements.
  • Continuously evaluate and evolve team structures and delivery processes to scale effectively, optimize performance, and support long-term program sustainability.
  • Lead, coach, and mentor a large, diverse team of technical and program professionals, fostering a culture of accountability, collaboration, and Agile maturity.
  • Ensure program performance aligns with CPARS expectations, contract requirements, and internal quality standards while maintaining a strong focus on mission outcomes and client satisfaction.
  • Ensure program compliance with CPARS, contract requirements, and internal quality assurance practices.
