About The Position

The Program Manager is responsible for providing comprehensive leadership and oversight for complex information technology programs, serving as the primary authority for successful execution across technical, operational, financial, and contractual dimensions. This role ensures the delivery of high‑quality solutions that meet mission objectives while complying with contract requirements, performance standards, and applicable federal policies. The Program Manager acts as the central integrator across stakeholders, technical teams, and partners to ensure coordinated delivery and sustained program performance. The Program Manager is responsible for planning, directing, and coordinating multi‑disciplinary teams delivering a broad range of IT services, including enterprise IT support, systems integration, cybersecurity, application development, data and infrastructure modernization, and IT operations and maintenance. The role balances scope, schedule, and cost priorities while maintaining a strong focus on mission outcomes, service quality, and customer satisfaction. The Program Manager establishes execution frameworks that support predictable delivery, operational resilience, and continuous improvement throughout the program lifecycle. The Program Manager is responsible for defining and maintaining program governance, including management plans, performance baselines, risk and issue management processes, and quality assurance controls. This includes developing and tracking key performance indicators, identifying risks and dependencies, and implementing mitigation strategies to protect delivery timelines and performance objectives. The role also oversees configuration management, change control, and compliance activities to ensure transparency, consistency, and audit readiness across program components. Financial and resource management are core elements of the Program Manager role. The Program Manager is responsible for staffing strategies, labor alignment, and workforce planning to ensure appropriate skills are applied efficiently and in compliance with contractual requirements. The role includes monitoring budget execution, supporting forecasting and financial reporting, and overseeing subcontractor and teaming partner performance through active management of deliverables and enforcement of performance standards. The Program Manager serves as the primary point of contact with contracting officials, technical representatives, and mission stakeholders. The role is responsible for facilitating status briefings and program reviews, leading issue resolution efforts, and translating technical progress into clear, actionable insights for leadership and non‑technical audiences. Effective communication, collaboration, and stakeholder engagement are essential to maintaining shared expectations and enabling timely decision‑making. In addition, the Program Manager supports program continuity and growth by contributing to proposal development, task planning, onboarding, and transition activities. This includes supporting technical and management approaches, developing staffing strategies, providing pricing inputs, and ensuring compliance with security, privacy, and accessibility requirements through coordinated documentation, training, and reporting activities.

Requirements

  • 5 years of program management experience
  • familiar with IT Services environment
  • SLA experience

Responsibilities

  • Serve as the single point of accountability for overall program execution across technical, operational, financial, and contractual areas
  • Provide day‑to‑day leadership to ensure program objectives, milestones, and performance requirements are achieved
  • Integrate efforts across internal teams, subcontractors, and partners to ensure cohesive and coordinated delivery

  • Ensure work is performed in accordance with contract requirements, approved plans, and applicable federal policies and standards
  • Develop, implement, and maintain program management plans, performance baselines, and governance processes
  • Identify, track, and manage program risks, issues, and dependencies, and implement mitigation strategies
  • Oversee quality assurance, configuration management, and change control activities to maintain consistency and audit readiness
  • Manage staffing strategies, labor alignment, and workforce planning to ensure appropriate skill coverage
  • Monitor budget execution, support forecasting, and provide financial status reporting
