About The Position

Provide leadership and guidance to a team that ensures efficient and effective technology initiatives are delivered to users. Ensure programs and projects are conducted in alignment with VDOT's technology strategy. Supervise staff in delivering a catalog of IT services for the Design Team, Business Systems Analysis, and Solution Architecture. Deliver services across the Software Development Lifecycle. Participate in planning and delivery of strategic ITD initiatives. Ensure programs and projects are conducted in alignment with VDOT's technology strategy. How you will contribute: Business Process Improvement: Identify business processes that may be improved with technology solutions. Create processes and tools to facilitate increased efficiencies. Execute Program : Assign resources and manage individual contributors to produce high-quality deliverables for catalogs such as the Design Team Service, Business Systems Analysis, and Solution Architecture. Oversee work and staff in assigned program to ensure consistent process and quality standards are implemented. Provide status reports as directed on team’s assigned work, timelines, schedules and progress. Ensure compliance with required VITA, DHRM, VDOT, and ITD policies, processes and procedures. Maintain and evolve program Unit Plan, including Quarterly performance metrics, and Annual performance lifecycle. Co-chair a monthly Architecture Community of Practice, including selection of topics and overseeing preparation of content. IT Policy Compliance: Ensure compliance with VDOT and VITA policies, standards and guidelines governing IT computer systems. Improve Operational Processes : Document team processes and related control points. Apply controls, manage by exception, and seek continual process improvement. Lead, Supervise and Develop Staff : Ensure the development, training and performance improvement of assigned ITD staff. Apply concepts, practices, and procedures of supervision and leadership in each assigned functional area. Perform annual Performance Planning and Evaluation for assigned ITD staff. Manage hiring/dismissal and timesheet approvals for Staff Aug Contractors. Manage Programs and Projects: Plan, oversee and implement delivery of technology projects or services. Oversee staff assignments and priorities. Develop training plans for team members. Develop and implement procedures, processes and best practices. Provide strategic planning for program areas and recommend new technologies. Oversee Initiatives: Oversee Information Technology initiatives for assigned program. Assign resources to project teams to complete deliverables. Program Maintenance: Oversee work and staff in assigned program to ensure consistent process and quality standards are implemented. Reporting: Provide status reports on project plans, timelines, schedules and progress updates. Participate in strategic planning for programs, projects or systems. Strategic Management: Work with peers and subordinates to define strategic direction for assigned technology program and product lines and deliver on strategic initiatives. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.

  • Ability to conduct COTS/SaaS product evaluations and implementations.
  • Knowledge and skill with technologies and functions appropriate to leading an IT program area.
  • Knowledge of software and IT applications including Microsoft (Azure, Power Platform, D365, Office365), .NET and other associated frameworks.
  • Skill in financial management.
  • Skill in leading IT professionals in the planning, analyzing, designing, developing and implementing information technology programs, projects or systems for a large organization.
  • Skill in managing IT functions related to Solutions Architecture, including Enterprise/Business Architecture, SAFe Solutions, IT Service Mgmt, Asset Mgmt, Infrastructure and Ops, Application Development, PPM, or Data/BI Mgmt.
  • Skill in people and resource management.
  • Skill in the use of POCs, Pilots, and Prototypes.

Nice To Haves

  • A combination of training, experience or education in Computer Science, Information Systems, or related field is desired.
  • Experience creating project estimates utilizing parametric and other methodologies.
  • Experience in the management of remote and hybrid teams.
  • Experience with certifications in an Enterprise Architecture Framework such as TOGAF.
  • Experience working as a Solution Architect in the Scaled Agile Framework (SAFe) or similar.
  • Knowledge of policies and procedures dictated by the Virginia Information Technology Agency (VITA), including Security and Architecture; COVRamp; Procurement; and Project Management.
