About The Position

The IT Portfolio Manager oversees the planning, tracking, and governance of all enterprise technology projects to ensure timely delivery, clear communication, and adherence to established processes. Acting on behalf of the Vice President and Chief Information Officer, this role coordinates with IT leadership, vendors, and stakeholders to support project oversight, audits, budgets, and portfolio reporting. The position plays a critical role in maintaining operational discipline across IT initiatives, enabling leadership to focus on strategic priorities and solution delivery.

Requirements

  • Knowledge of information technology project coordination, portfolio governance, audit and compliance requirements, and IT departmental operations.
  • Knowledge of budget tracking, financial reporting, forecasting, and variance analysis.
  • Advanced proficiency with Microsoft Office applications, including SharePoint content management and administration.
  • Project coordination or operational support experience in an information technology or enterprise environment.
  • Skill in maintaining accurate project trackers, dashboards, status reports, and supporting documentation.
  • Skill in planning, facilitating, documenting, and following up on meetings, including tracking action items and decisions.
  • Skill in clear, professional written and verbal communication with both technical and non‑technical audiences.
  • Skill in coordinating work across multiple business units, vendors, consultants, and external stakeholders.
  • Skill in preparing executive‑level summaries, reports, dashboards, and presentations.
  • Ability to work independently, prioritize competing demands, and meet time‑sensitive deadlines.
  • Ability to maintain a high level of accuracy, attention to detail, and consistent follow‑through.
  • Ability to manage confidential information and consistently apply departmental processes, standards, and governance requirements.
  • Minimum of (3) three years of project management experience; experience working in a public-sector, transportation, infrastructure, or complex organizational environment preferred.
  • Minimum High School or GED Preferred 4 Year / Bachelors Degree Business administration or related field.

Nice To Haves

  • Project Management Professional (PMP) certification preferred.

Responsibilities

  • Maintains accurate, reliable, and actionable project trackers, dashboards, and status reports across the IT portfolio.
  • Oversees IT Operations, Operational Technology (OT) infrastructure, and Data Architecture projects, ensuring timely status updates and documentation.
  • Prioritizes and actively monitors time‑sensitive and high‑impact initiatives.
  • Identifies and escalates scope changes, priority shifts, risks, issues, and dependencies proactively.
  • Facilitates user acceptance testing and escalates project roadblocks requiring leadership attention.
  • Provides project, program, and performance tracking, monitoring, and follow‑up.
  • Prepares agendas, materials, minutes, action items, and ensures consistent follow‑through.
  • Documents and communicates decisions, risks, and next steps clearly to stakeholders.
  • Coordinates communication among IT, business units, vendors, consultants, contractors, regulatory bodies, and external stakeholders.
  • Works effectively with diverse internal departments, including Operations, Finance, Safety, Public Affairs, Planning, Multimodal, and Organizational Effectiveness.
  • Supports the CIO and IT leadership by reducing coordination overhead and improving execution across the IT portfolio.
  • Prepares executive‑ready, decision‑focused status reports and compiles updates for quarterly town halls.
  • Plans and manages annual IT Disaster Recovery drills and cybersecurity tabletop exercises; documents gaps and maintains related procedures.
  • Tracks, monitors, and ensures timely closure of IT audit corrective action plans (CAPs); maintains complete audit documentation.
  • Tracks IT capital and operating budgets, providing actual‑versus‑budget analysis, forecasts, and leadership visibility into variances.
  • Coordinates tracking and closeout of IT capital projects and grants.
  • Manages and maintains the IT SharePoint environment, ensuring project artifacts, policies, procedures, and documentation are properly stored, versioned, and accessible.
  • Creates and maintains IT communication sites and posts departmental updates.
  • Maintains the agency’s software catalog, IT vendor and contact lists, system inventory, and website domains; monitors renewals.
  • Reviews invoices for accuracy and ensures timely payment; works independently to support smooth daily IT operations and assists the CIO in communicating IT policies and procedures.
