We are seeking a skilled and detail-oriented IT Portfolio Capital Planning and Investment Control (CPIC) Management Analyst to support the effective management of IT investments through the Capital Planning and Investment Control (CPIC) process. This role involves analyzing and managing IT portfolios, ensuring alignment with federal guidelines, and supporting budget formulation and execution for IT programs. The ideal candidate will have experience with CPIC processes, federal IT investment frameworks, and a strong understanding of IT governance. In this position, you will provide strategic guidance and hands-on support to federal clients, ensuring compliance with evolving Office of Management and Budget (OMB) Circular A-11, Exhibit 200 and 53, and other agency requirements. You will support the agency's CPIC process by conducting independent assessments of completed investments, providing oversight and guidance to the Investment Management team, and delivering final assessments. Additionally, you will assist in the development, submission, and management of IT business cases, ensuring alignment with strategic goals and investment priorities. Your responsibilities will also include analyzing and assessing the performance of IT portfolios, providing recommendations for optimizing investments and aligning with agency priorities. You will conduct business process analysis, identifying areas for improvement, developing solutions to enhance efficiency, analyzing data to provide insights to drive business performance, and creating detailed documentation of business requirements. Furthermore, you will develop use cases, user stories, and functional specifications to guide system development, assist in the development, implementation, and management of project plans and timelines, and analyze data sets to prepare reports for process improvements and system enhancements.
