About The Position

At the Department of Natural Resources (DNR) we are committed to protecting our data and systems in an ever-changing digital landscape. We are looking for a detail-oriented professional to help us maintain the highest standards of IT governance and regulatory compliance. As our IT Policy & Compliance Specialist, you will report to the IT Business Operations Manager within the Information Technology Division (ITD) and serve as a key resource for agency-wide IT policy development, compliance, and technology business management activities. You will help us proactively mitigate risks and foster a strong culture of accountability by ensuring that DNR's IT policies, governance controls/processes, and cost management strategies align with agency objectives and regulatory requirements. In this position, you will develop, maintain, and improve enterprise and division policies; administer and manage technology business management systems and data; and support ITD leadership in making informed, cost-effective strategic decisions with agency resources. You will partner with ITD leadership to oversee compliance with applicable governmental and industry standards. Core responsibilities include IT policy and compliance management, technology business management, and cloud cost analysis and optimization.Responsibilities:

Requirements

  • Bachelor's degree in information technology, computer science, business administration, data analytics, or a related field, AND 7 years of relevant IT professional experience;
  • OR an equivalent combination of education and/or experience.
  • Experience executing the following for an organization:
  • IT policy development
  • IT project and/or budget management
  • Data analysis and reporting
  • Applying resource management principles to IT goals
  • Developing IT implementation plans, including cost-benefit and risk analysis
  • Analyzing customer and IT hardware/software requirements
  • Knowledge of Technology Business Management (TBM) principles and best practices.
  • Experience in developing and maintaining large technology spend plans.
  • Experience reading and interpreting state regulations and standards (e.g., RCWs, NIST, WaTech, OCS policies).

  • Standard office/cubicle setting when working in the office. This position is eligible for flex schedule variations and/or work in a hybrid/telework environment with prior approval from their direct supervisor.
  • Position may require occasional travel to field offices within the state, and occasional travel for meetings and trainings.

Nice To Haves

  • Experience with Apptio data mapping and reporting.
  • Professional experience using WA State financial applications, including AFRS, SAP, and Enterprise Reporting.
  • Professional experience navigating the WA State budget development and legislative processes and procedures.
  • Experience working in a state government or regulatory agency.

Responsibilities

  • Develop and maintain IT policies, standards, procedures, and guidelines aligned with WaTech directives, state regulations, and agency strategy.
  • Communicate policy and procedure changes and expectations clearly within ITD, and occasionally across separate business units.
  • Guide technical staff, project managers, and IT leadership to ensure compliance with governance requirements during system development or changes.
  • Establish key performance indicators (KPIs) to measure, monitor, and report division compliance with state/agency technology policies and procedures, as well as overall performance against IT strategic goals and objectives.
  • Track and report audit findings, compliance issues, and risk trends to IT leadership and executive management, informing strategic priorities.
  • Monitor legislative, regulatory, and WaTech policy changes to ensure timely updates to governance documents.
  • Manage the agency Technology Business Management (TBM) program in accordance with state/agency TBM policies and standards.
  • Maintain data mapping files in accordance with WaTech's published taxonomy and update the calendar to ensure Apptio dashboard reporting metrics are current, including, but not limited to, cost source, labor, and non-labor used to derive application total cost of ownership.
  • Report key data findings and recommendations to ITD leadership and other agency leaders regularly to inform technology spend and portfolio investment decisions.
  • Develop comprehensive cloud cost optimization strategies.
  • Analyze cloud costs and usage to provide insights and partner with engineering and architecture teams for optimization.
