About The Position

Under direction of the Chief Information Officer (CIO) and/or designee, provide delivery of technical programs and/or projects. In this capacity the IT Manager - Projects may serve in one or more of the following functions: Program Manager, Project Manager, Portfolio Manager, Project Engineering, and/or Project Solutions Architecture. The technical programs/projects may be of an Information Technology (IT) infrastructure and/or software or related area. Manage the IT infrastructure and/or software programs/projects for the City of Richardson (CoR) and defined Departments. Work in conjunction with CoR Departments to determine user/customer program/project needs and requirements. Act as the program/project liaison between the CoR's various departments and the CIO and/or designee. Supervise and evaluate program/project team members. Assist with mentoring junior personnel. Contribute to business planning regarding all IT programs/projects. Assist in developing and managing the IT program/project portion of the annual budget. Evaluate IT program/project related software and other technologies and make appropriate recommendations to the CIO and/or designee. Perform other related work as required.

Requirements

  • Associate's degree required and Bachelor's degree preferred in computer science/MIS or related field, or must have equivalent education and experience.
  • Valid Class C Texas driver's license required.
  • Minimum of seven years of IT program/project management experience required, preferably in a municipal government setting.
  • Project Management Professional (PMP) certification from the Project Management Institute (PMI) desired along with familiarity of the PMI Project Management Body of Knowledge (PMBOK).
  • Knowledge of various portfolio and project management tools including Microsoft Project.
  • Experience with program/project portfolio management.
  • Must be able to write grammatically and speak fluently in English.
  • Interact professionally, effectively, and courteously with the public, officials, and City coworkers.
  • Organize and prioritize effectively.
  • Produce results within deadlines.
  • Must have strong skills in interpersonal/communication and leadership, with strong presentation, analytical, and problem solving abilities.

Responsibilities

  • Manages and oversees all aspects of Information Technology (IT) portfolio of programs and/or projects to ensure they are completed on-time, within budget, and meeting expected levels of quality while following defined governance, Project Delivery Frameworks (PDF), and methodologies.
  • Has overall responsibility for managing scope, cost, schedule, internal staffing and outside vendors, and contractual deliverables.
  • Negotiates and prepares contracts by considering the financial conditions, resources, and legal/contractual requirements.
  • Ensures adherence to master plans and schedules, develops solutions to program/project problems maintaining issues and risk logs, and directs work of assigned members to the program/project from various sources.
  • Creates appropriate communication plans for various audiences including program/project status reports.
  • Acts as an advisor to program team(s) regarding projects, tasks, and operations.
  • Participate in the architectural/engineering design evaluations, development, and works to complete programs/projects within budget and scheduling restraints.
  • Work with architectural/engineering teams to define system solutions based on user/client needs, cost, and required integration with existing applications, systems, platforms, and standards.
  • Assists with developing, implementing, and monitoring information systems policies and controls to ensure data accuracy, security, and regulatory compliance.
  • Reviews reports of computer and peripheral equipment operation, malfunction, and maintenance during the life of the program/project to determine and address problems.
  • Manages the promotion from program/project to production process while following defined change management.
  • Create requests for proposals, purchasing documents and other financial requisites consistent with IT program/project delivery.
  • Maintain up-to-date personal knowledge and training in program/project management, technology issues, software, and infrastructure.
  • Communicate courteously and effectively in English, verbally and in writing, with other City employees, officials, the public, vendors, and technical personnel.
  • Conduct self to reflect favorably on the Department and City.
  • Behave in a manner conducive to high morale and express enthusiasm for assignments.
  • Make ethical decisions that conform to applicable laws, regulations, City and Department policies and procedures.
