About the position

Join the Information Technology Services team with The Space Telescope Science Institute (STScI) as we continue to expand the frontiers of space astronomy. STScI is located on the Johns Hopkins University Campus in Baltimore, MD. We are the science operations center for the Hubble Space Telescope and the science and mission operations center for the James Webb Space Telescope. This position can support hybrid work (only one day in the office, every quarter). Candidates must reside in or be willing to relocate to our local market. (MD, DE, VA, PA, DC & WV). This position requires US Citizenship or Permanent Residence in order to meet ITAR requirements.

Responsibilities

  • Work as an integral part of the IT Service Division Management Team in support of improving the breadth and depth of the IT staff's contribution to the missions of STScI.
  • Manage a staff of approximately 10 security and network architects, engineers, and administrators.
  • Lead engineering, implementation, and support of information security and networking solutions and processes.
  • Proactively protect the integrity, confidentiality, and availability of STScI's information technology resources.
  • Lead development, implementation, and operation of network architectures that ensure the proper balance between business needs, performance, cost, and information security.
  • Lead development, implementation, and operation of security solutions including firewalls, VPNs, intrusion detection and prevention, data loss prevention, anti-malware, vulnerability management, and SOAR solutions.
  • Lead technology compliance and security reviews to ensure systems meet policies and standards as defined by government-mandated compliance standards.

Requirements

  • A bachelor's degree, preferably in the field of information systems or computer science.
  • A minimum of 10 years of progressive and dynamic technical experience in the networking and information security domains.
  • A minimum of 5 years of leadership experience.
  • A risk-driven mindset to proactively identify and communicate risks, and collaborate with others to develop effective mitigation strategies.
  • Experience in Incident Response Management.
  • Experience in networking architecture.
  • Experience in implementing and maintaining robust security measures across AWS infrastructure, utilizing services like IAM, VPCs, and security groups.
  • Leadership experience with information security and networking.
  • Experience in collaborating with many technical areas including Service Desk, Operating System administrators (macOS, Linux, Windows), and AWS Engineers.
  • Identify areas for opportunity and hold teams accountable for achieving objectives.
  • Experience with design and implementation of US Federal Information Security Modernization Act (FISMA), DITSCAP, or DIACAP security requirements.
  • Ability to establish and maintain effective working relationships across STScI and with external partners.
  • Effective resource management of team members, including tracking and prioritizing of staff assignments.
  • High level security certifications such as CISSP or GSLC required.
  • Experience with ITIL. Certification preferred.
  • Experience with modern project management practices. Certification preferred.
  • Network certifications such as CCNA or CompTIA Network+ are a plus.
  • Excellent management, customer service, and communication skills, both verbal and written.
  • Effective skills in conflict identification and resolution.
  • The ability to continue a culture of mentoring and expectations of continuous skills improvement among team members.

Nice-to-haves

  • Experience with ITIL certification.
  • Experience with modern project management practices certification.
  • Network certifications such as CCNA or CompTIA Network+.
