Performs highly advanced information technology (IT)-related consultative services and technical assistance to Maternal and Child Health (MCH) section wide projects. Works under direction of the MCH Director of Operations. Plans, develops, implements, and leads major IT-related MCH program projects. Analyzes customer requirements, procedures, and problems to improve existing or create new section IT systems. Develops strategies for improving MCH IT-related program operations, writes project work plans, leads and manages project discovery sessions, and oversees and monitors all MCH IT project progress. Applies project management principles for all MCH IT projects. Conducts detailed project monitoring, IT process and procedure analyses and reviews to define and recommend IT solutions. Prepares summaries and briefings for senior management on MCH IT projects. Coordinates and completes MCH IT assignments on IT procurement, IT project work plans, and capital authority requests working with program managers, IT, and budget for accurate summaries of MCH IT need and appropriate actions. Coordinates and manages MCH IT project work plans. Participates on the relevant agency IT-related teams and meetings and the MCH IT lead. Provides guidance to MCH managers in the development and integration of new MCH IT procedures to improve programs, advises and interprets DIR, DSHS and HHSC IT governance processes and impacts to MCH projects and provides approvals and support, policies, procedures, rules, business practices, and IT system standards. Reviews and validates MCH IT business cases for programs. Determines and presents business cases for MCH IT projects needing capital authority, provides guidance on MCH IT priorities, and approval of new MCH capital IT projects. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment on MCH IT projects.

  • Graduation from an accredited four-year college or university in a science, liberal arts, or IT major with a master’s degree in public health, public administration, or IT field preferred.
  • At least 3 years of experience analyzing business processes and identifying opportunities and resolving issues for operational or IT systems improvement.
  • At least 2 years of experience managing or coordinating IT projects within the Texas Health and Human Services (HHS) System.
  • At least 2 years of experience coordinating large-scale assignments across multiple areas.
  • Experience working in coordination with IT staff.

Nice To Haves

  • A certified Project Management Professional (PMP) is preferred but not required for the position.

Responsibilities

  • Analyzes MCH IT business processes to identify opportunities and develop strategies for section system improvements.
  • Identifies problems in MCH IT-related program operations across the section and seeks and developes solutions.
  • Provides leadership and coordination of MCH IT project management processes.
  • Serves as the MCH IT senior technical consultant to MCH section staff in identifying MCH IT issues and opportunities and facilitates appropriate IT or system actions.
  • Provides highly advanced MCH IT systems technical support to all MCH section staff to plan, implement and monitor MCH IT programs and services.
  • Serves as the MCH section IT liaison with agenncy project management and IT staff to resolve MCH IT issues related to section IT project, developing MCH IT system detail plans from high level plans and coordinating business and software development activities and assist with technical specifications.
  • Tracks and manages MCH IT system resolution of business-related issues and software defects.
  • Serves as the MCH section IT liaison to agency IT Project Management, IT Application Development, IT Operations, IT Planning staff, and Budget on MCH system IT procurement, MCH IT capital authority requests, and MCH IT project work plans.
  • Communicates on a complex technical level with others (internally and externally) on MCH IT system projects to provide, exchange or verify MCH IT system information.
  • Participates and represents MCH on relevant agency IT-related teams and workgroups.
  • Tracks and helps obtain MCH section IT software licenses.
  • Coordinates new and renewal of MCH section IT software licenses and subscriptions.
  • Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery, Continuity of Operations (COOP) activation, and/or serving on the State Medical Operations Center (SMOC) team. Such participation may require an alternate shift pattern assignment and/or location.
