The Enterprise Business Relationship Manager serves as the strategic interface between HHS IT leadership and internal IT functions, including CISO, CTO, Infrastructure, Portal Authority, and other assigned areas. This position is responsible for leading and facilitating the IT Executive Steering Committee, managing intake and prioritization of internal IT projects, and overseeing IT governance processes to ensure alignment with agency priorities. The Enterprise BRM also supports select cross-division projects, by developing project roadmaps, tracking value realization, and providing actionable insights to IT leadership. The role operates with extensive latitude for independent judgment and decision-making within established frameworks. Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager.

Requirements

  • Knowledge of IT governance frameworks, portfolio management principles, and internal IT operations.
  • Knowledge of intake management processes, project prioritization methods, and alignment practices for IT initiatives with agency objectives.
  • Knowledge of project roadmap development, value realization concepts, and methods for monitoring project status, milestones, and risks.
  • Knowledge of advanced capabilities of Microsoft Copilot and related generative AI tools used within the enterprise environment, including their application in governance, project management, and decision‑support processes.
  • Skill in facilitating executive-level meetings, workgroups, and governance committees with strong leadership presence.
  • Skill in preparing and delivering decision-support materials, briefings, and strategic recommendations for IT leadership.
  • Skill in communicating effectively—both orally and in writing—to support executive reporting, presentations, and stakeholder engagement.
  • Skill in organizing work, managing time, and coordinating multiple priorities, deadlines, and complex tasks.
  • Skill in using Microsoft Copilot and other AI tools to analyze information, develop high‑quality executive materials, streamline workflows, and enhance productivity across teams.
  • Skill in coaching colleagues and stakeholders on effective Copilot usage to improve adoption, consistency, and value realization across IT and business units.
  • Ability to exercise independent judgment, evaluate complex issues, and recommend effective, data-informed solutions.

  • Bachelor’s degree in Computer Science, Business, Healthcare Informatics, Government or other related field is required. Experience and education may be substituted for one another on a year for year basis.
  • A minimum of Seven (7) years of work experience in IT is required.

Responsibilities

  • Communicate portfolio methodologies; prepare presentations and briefings (15%). Develops and implements plans to communicate portfolio methodologies and makes presentations to interested groups and teams. For HHSC, converts complex portfolio data into executive-ready ESC decks and Management Committee materials using standardized templates and live visuals from PMO reports/Power BI; socializes governance processes to program Chiefs and deputies.
  • Portfolio intake, prioritization, and governance facilitation (15%). Leads intake management and prioritization workflows; facilitates governance forums for portfolio decisions and tracks action items to resolution. For HHSC, operates the Enterprise IT intake and pre-ESC triage, prepares decision support, and captures follow-ups in governance logs.
  • Coordinate, develop, and evaluate the Enterprise IT portfolio (10%). Coordinates, develops, and evaluates a portfolio of projects using accepted portfolio management methodologies; ensures the portfolio supports agency strategies and statutory requirements. For HHSC, leads the Enterprise ESC prep and portfolio alignment across DCIO areas, using PPM Pro/Power BI dashboards to surface health, risk, and value realization for portfolios.
  • Coordinate portfolio activities across agencies and partners (10%). Coordinates portfolio activities with other state agencies, governmental jurisdictions, and private-sector vendors/partners to reduce duplication and improve interoperability. For HHSC, synchronizes governance touchpoints with QAT timelines and vendor roadmaps to maintain compliance and smooth dependencies impacting ESC decisions.
  • Develop budgets, schedules, work plans, resource needs, and cost estimates (10%). Develops portfolio budgets, schedules, work plans, resource requirements, and cost estimates/projections; validates affordability and staffing capacity across projects. For HHSC, partners with A&F on IT PFAP, APDs, and Biennial Operating Plan changes; tracks budget health and resource utilization in PPM and escalates exceptions ahead of ESC/MC forums.
  • Portfolio risk, issue, and dependency management; change control (10%). Identifies and manages cross-project risks, issues, and dependencies; coordinates requests for changes affecting scope/cost/schedule across related initiatives. For HHSC, drives portfolio risk heatmaps and dependency matrices, ensures ARB/Change processes are followed, and escalates unresolved items to CIO governance.
  • Stakeholder engagement and executive liaison (10%). Communicates portfolio status and decisions to stakeholders, ensures consistent updates to leadership, and acts as the liaison between IT and program executives. Conducts regular program touchpoints and briefings prior for HHSC to Enterprise ESC, maintains alignment on priorities, and champions customer experience across portfolios.
  • Vendor coordination and performance evaluation (10%). Evaluates vendor performance as it impacts the portfolio; ensures contract deliverables map to portfolio goals and mitigates third-party risk. For HHSC, coordinates with PCS and program areas on solicitations, validates scope against portfolio roadmaps, and surfaces performance gaps and remediation plans in ESC/MC forums.
  • Monitor progress, budgets, schedules, quality, and compliance (5%). Monitors portfolio progress, budget execution, schedule adherence, and delivery quality; ensures compliance with agency policy and state frameworks. For HHSC, enforces PPM initiation/charter standards, PIR/BO closeout discipline, and reporting cadence; flags Critical Projects and “go-to-green” plans to ESC, and tracks corrective actions.
  • Standards adoption, training, and PMO enablement (5%). Supports enterprise adoption of standardized project/portfolio methodologies, terminology, and tooling; trains stakeholders and improves reporting quality. For HHSC, partners with PMO to maintain PPM QRGs, job aids, and micro-training; drives data integrity in PPM and promotes automation/reporting improvements.
