About The Position

The IT Business Systems Analyst will be part of the Data Integrity and Analytics (DIA) Department and acts as a liaison between management, users, and technical professionals. The Business Systems Analyst position queries data from court databases, creates and distributes reports, provides functional analysis of judicial and business processes, and is responsible for the identification, development, and recommendation of business process changes and improvements. This position would be part of the DIA team that supports the Adult Probation Department. The Data Integrity and Analytics Department communicates data analytics objectively and creatively to support policy and decision-making. The Department assesses: probation case management elements, resource and staffing needs, fairness and access to justice for the public, and other data-driven needs. It helps the Judicial Branch enhance services, promote trust, and govern its own affairs. The Data Integrity and Analytics Department uses resourcefulness and data analytics to measure and help improve the process, results, and outcomes of the Judicial Branch every day.

Requirements

  • Bachelor's degree in Criminology, Public Administration, Computer Science, or an IT or Social Science related field
  • One (1) year of professional experience identifying, developing, and recommending business processes or system improvements.
  • OR One (1) year of professional experience working with data and creating reports from data sets.
  • An equivalent combination of post-secondary education and job-related experience may substitute on a year-for-year basis
  • Knowledge of: Data analytics best practices
  • Criminal justice case management systems or similar systems
  • Industry standard reporting tools and platforms
  • Skill in: Collecting business requirements and documenting business processes
  • Effectively communicating information and ideas, both verbally and in writing
  • Creating clear, accurate, and high-impact reports
  • Ability to: Think critically and analyze data to recommend creative solutions to business problems
  • Collaborate with team members on complex projects
  • Learn quickly and take ownership of multi-faceted assignments
  • Relate on the appropriate level to end users, technical staff, and senior leaders

Nice To Haves

  • Experience with Microsoft reporting tools such as SSMS, SSRS, and Power BI
  • Experience with SQL and other languages commonly used in data analytics, such as Python or R
  • Experience working with complex relational databases
  • Experience improving business processes through automation

Responsibilities

  • Coordinates, meets, and collaborates with management and system users to understand and evaluate judicial or business processes.
  • Gathers requirements for functionality and analyzes the impact of proposed changes to databases and reports.
  • Reviews and interprets other developers’ SQL code for quality assurance.
  • Uses SSMS and SSRS to query data from Judicial Branch case management systems.
  • Develops reports that are used for data quality, routine statistics, ad hoc projects and research.
  • Independently conducts business process analysis and needs assessments and provides corresponding recommendations for process and/or system changes.
  • Troubleshoots problems as liaison with other departments, divisions, and organizations and recommends solutions.
  • Analyzes the feasibility of and develops requirements for new systems or enhancements to existing systems to ensure the system design fits the needs of the users.
  • Works closely with Business Systems Analyst Sr/Ld to develop, test, and implement solutions or system modifications as needed.
  • Gathers and formats information to create or edit reports for management through the use of data analytics and business intelligence software (such as SQL, Power BI, Python, etc.).
  • Creates project diagrams, flowcharts, and written specifications.
  • Participates in or provides end-user training.
  • Interprets and translates functional technical terms to make them understandable to end-users.
  • Provides technical assistance to system users.
  • Writes user stories with guidance from subject matter experts and developers.
  • Creates and maintains documentation for projects and business systems.
