The Division of Behavioral Health seeks an IT Business System Analyst/Coordinator to manage and coordinate the functionality, upgrades, integration, and upkeep of its systems and application. The Analyst/Coordinator will provide essential system support for Behavioral Health data systems. The analyst also serves as a liaison between system end users, regional partners, the division, and system application developers. The Analyst/Coordinator will serve as the business process lead for the Division of Behavioral Health and assume the responsibilities associated with multiple web-based systems and applications. This position requires strong customer service, technical system knowledge, and performance of business process analysis and design. This is an in-person, office-based position at the State Office Building in Lincoln, Nebraska. Hybrid or remote work are not available.

  • Prepare and provide demonstrations, trainings, and/or presentations to a wide variety of internal and external audiences
  • Elicit business requirements from DBH teams (Clinical, Data, Fiscal, Network, and Prevention), subject matter experts, super users, and stakeholders
  • The ability to define, document, analyze and prioritize requirements
  • The ability to break these requirements down into workable user stories
  • Write functional specifications
  • Ensure the development of common standards, tools, and reports
  • Translate requests and issues into actionable development tasks
  • Define modifications to technical applications based on user needs
  • Research, evaluate, and make recommendations towards reporting, analytic and business intelligent tools
  • Establish and maintain positive working relationships with super users (regional and providers), DBH Teams (Clinical, Data, Fiscal, Network, and Prevention) and vendors, including individuals who are supervised by others
  • Collaborate with others to analyze information needs and functional requirements to deliver/request the following artifacts: Scenarios, Use cases, GUI, screens, reports, and interfaces
  • Collaborate with vendors and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs
  • Identify and solve problems and system issues with or without assistance and guidance
  • Serve a key role for system development, testing, troubleshooting, implementations, upgrades, and maintenance activities as needed
  • Serve as the primary point of contact on workflow and design related questions for DBH systems
  • Serve as a liaison between stakeholders, DBH Management, vendors, and procurement
  • Ensure timely implementation with attention to defining business requirements, providing feedback to developers and testing functionality as it is created
  • Consult with vendors, DBH Management, System Developers, and technical staff to ensure the functionality of each DBH system consistent with needs and adherence to laws and regulations.
  • Experience in the analysis of business processes and system requirements, and the creation of business process solutions for large-scale business system applications.
  • MA degree preferred, but BA/BS with experience will be considered.
  • Education and experience in analyses of business systems processes and data system requirements; ability to create and manage business process solutions for behavioral health system applications.
  • Experience overseeing at least one business system and the ability to communicate and make frequent presentations to a variety of stakeholders from end users to leadership.
